This position is located in the Department of Homeland Security (DHS), Office of the Chief Security Officer. The primary purpose of this position is to develop, implement, and oversee the Department's security policies, programs, and standards. Provide security support to the Department of Homeland Security (DHS) Components, and delivery security training and education to DHS personnel. Non-BU: This is a non-bargaining unit position.

Duties

As a Industrial Security Specialist, GS-0080-14, your typical work assignments may include: Ensures issued contracts contain relevant security guidance to facilitate the completion of the DD Form 254 in accordance with the National Industrial Security Program and 32 CFR, Part 117 (NISPOM) to protect classified and unclassified sensitive national security information. Serves as an authoritative source and subject matter expert on matters related to the industrial security program. Provides detailed industrial security program briefs to senior officials, program offices and industry to advance the industrial security program for Department of Homeland Security (DHS). Enforce all operational and mission assurance aspects of the program to include validating program and contract requirements identifying positions necessitating access to classified information and validating facility clearance, safeguarding levels and identifying Foreign Ownership Control, or Influence. Applies strategic planning to develop enhanced and new procedures toward the protection of national security information, to reduce intelligence gathering and risks of information; experience preventing access to sensitive information, controlled unclassified information and national security information produced by, entrusted to or under the control of the United States Government. Qualifications

Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: Demonstrates a comprehensive ability to analyze and interpret security policies and directives identifying Industrial Security Program requirements, based upon changing functional requirements, strategic objectives, technology, laws, regulations, executive orders and agency policies. Reviews facility clearances and safeguarding levels of contract companies ensuring compliance and the protection of National Security and/or Unclassified Sensitive Information. Prepares and analyzes data to develop reports for responses to security queries, justifications, and supporting background documents. Leads evaluations and monitors security programs. Reviews acquisition documents ensuring that applicable security guidance is annotated, accurate, and complete. Prepares and presenting high-level Industrial Security briefings and trainings. Developing Industrial Security Standard Operating Procedures and Policies to ensure compliance throughout the agency. Conducts security staff visits, surveys, risk analysis, and compliance reviews in accordance with laws, regulations, Presidential Directives, Executive Orders, interagency directives, and component policies. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
