Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM) in the Office of Strategic Resources (OSR) in Sterling, VA.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
Serve as the senior technical expert on electronic and non-electronic records management issues.
Establish and maintain a records information program to align with business and mission needs.
Develop and implement records management processes.
Modernize records management functions by managing the transition of agency paper records to electronic records.
Serve as an advisor responsible for making recommendations for activities and how IT projects may impact the organization.
Maintain current knowledge of laws, regulations, and policies associated with data assets, formatting, storage, publication, and metadata.
Coordinate data governance activity shared among multiple data stewards and supporting staff within the organization.
Serve as the Contracting Officer's Representative (COR) on records related contracts.
The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-11: $82,764 - $107,590 per annum
GS-12: $99,200 - $128,956 per annum
GS-13: $117,962 - $153,354 per annum
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
This vacancy is also announced as BOEM-MMCC-24-AW-037(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Education or Specialized Experience for the grade to which you are applying.
GS-11:
Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Analyzing and monitoring a records information management program to identify problems and recommend solutions in managing records throughout the life cycle (such as creation, storage, maintenance, use, disposition) for the improved quality of a records management program;
Utilizing information technology applicable to digitization, reformatting, metadata development, digital asset management systems, and/or archival electronic descriptive systems;
Participating in the development and implementation of changes to policy and procedures related to compliance with records or data management requirements;
Effectively communicating information orally and in writing;
Evaluating and analyzing issues that support the contracting function and govern compliance of contractors; AND
Advising on matters relating to the review and release of information in response to Freedom of Information Act or Privacy Act.

Degree: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related

Combination of Experience and Education: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).

GS-12:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Analyzing and monitoring a records information management program to identify problems and recommend solutions in managing records throughout the life cycle (such as creation, storage, maintenance, use, disposition) for the improved quality of a records management program;
Utilizing information technology applicable to digitization, reformatting, metadata development, digital asset management systems, and/or archival electronic descriptive systems;
Articulating regulations, policies, and issues related to compliance with records or data management requirements, and participating in the development and implementation of changes to policies and procedures;
Effectively presenting information to management and senior leadership;
Evaluating and analyzing issues that support the contracting function and govern compliance of contractors; AND
Advising on matters relating to the review and release of information in response to Freedom of Information Act or Privacy Act.

GS-13:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
Analyzing and monitoring a records information management program to identify problems and recommend solutions in managing records throughout the life cycle (such as creation, storage, maintenance, use, disposition) for the improved quality of a records management program;
Utilizing information technology applicable to digitization, reformatting, metadata development, digital asset management systems, and/or archival electronic descriptive systems;
Serve as an advisor to senior management on records and data management issues and making recommendations on changes to policies and procedures, and coordinating implementation once approved;
Applying and utilizing principles methods, and tools for developing, scheduling, coordinating, and managing projects and resources;
Evaluating and analyzing issues that support the contracting function and govern compliance of contractors; AND
Advising on matters relating to the review and release of information in response to Freedom of Information Act or Privacy Act.
