Duties

This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Renewable Energy Programs (OREP) in Sterling, Virginia. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: At the full performance level, GS-13, the Records Management Specialist for OREP, you will have responsibility for planning, controlling, directing, organizing, training, promoting, and other managerial activities involved with respect to records creation, records maintenance and use, and records disposition in order to achieve adequate and proper documentation of the policies and transactions of the Federal Government. You will be managing and ensuring that institutional federal records are identified and preserved in accordance with federal laws, regulation, directives, and policies. You will provide expert guidance and advice to managers and staff for all aspects of federal records management and: 1) Act as the Renewable Energy Programs' Records Liaison, working in concert with the Bureau of Ocean Energy Management's Records Officer. 2) Provide expertise and perform audits to ensure that Decision Files and Administrative Records are complete and easily accessible. 3) Provide training and updates to policy and procedures to managers and staff. 4) Oversee and manage the digitization of paper Federal records to electronic records while ensuring compliance with electronic record keeping requirements, records management applications, as well as the technology challenges of accessing and maintaining records over time. 5) Ensure staff are aware of all litigation holds and compliance requirements. 6) Coordinate with the OREP Data Manager to ensure the records management and archival requirements are incorporated into the design, development, and implementation of electronic information systems. The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the incumbent may be allowed to telework a set number of days per period subject to supervisory approval. Salary Information GS-12 Step 1: $94,199.00- GS-12, Step 10: $122,459.00 per annum. GS-13, Step 1: $112,015.00 - GS-13, Step 10: $145,617.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the specialized experience for the series to which you are applying. THIS POSITION REQUIRES THAT YOU OBTAIN A CONTRACTING OFFICER REPRESENTATIVE'S LEVEL 1 CERTIFICATION WITHIN SIX MONTHS OF COMING ON BOARD. Specialized Experience To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Working in a records management program with responsibility to ensure compliance with records management compliance regulations; 2) Drafting and formulating records management policies and guidance; 3) Providing advice and guidance on complex records management matters/issues; and 4) Working with Decision Files and Administrative Records. Must meet all. To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Leading, managing or directing an organization-wide records management program; 2) Interpreting records management compliance regulations and ensuring that records management processes and procedures are in constant alignment with NARA regulations; 3) Drafting, formulating and implementing records management policies and guidance; 4) Providing expertise and guidance on complex records management matters/issues; and 5) Ensuring that Decision Files or Administrative Records are complete and accurate. Must meet all.
