The incumbent serves as a member of the Human Resources Information Technology (HRIT) Strategic Business Unit providing support as a Business Manager for HRIT program and project managers. Business Managers work closely with the Director and team members to contribute cost effective recommendations for procurement and contract management approaches, serves as an acquisition lifecycle manager (to include acting as a Contracting Officer's Representative (COR).

Duties

Support the development and implementation of acquisition planning, strategy, and execution for HR information systems to meet enterprise wide HCM requirements. Serve as an expert senior management consultant and advisor to management officials regarding concerns and issues relative to assigned HRIT functions, primarily acquisition and some budget. Serve as a Team Lead and leads acquisition lifecycle activities to include acquisition and budget planning, budgeting, acquisition package development (requirements generation), budget execution, and oversight activities in support of the HR information technology solutions and projects. Responsible for collaborating with the budget team and participating in the planning, budgeting, and execution; collaborating with teammates and requirements owners to develop acquisition lifecycle and contracting strategies and management tactics. Serve as a subject matter expert in developing and communicating and can act independently in acquisition planning and scheduling to address all aspects of developing a major acquisition to include orchestrating internal and external stakeholders' requirements and buy-in, developing budget lifecycle formulation, orchestrating industry engagement events, developing contract and pricing structure for contract execution. Serve as an expert of procurement timelines and contracting office documentation requirements, especially compliance with VA and federal regulations and policies, market research, Independent Government Cost Estimates, within-Scope justifications, Limited Sources Justifications and Approvals, Best Value Determinations, and other acquisition documentation as deemed necessary by respective contracting officers.

Qualifications

Specialized Experience: To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management's group coverage qualification standards, associated individual occupational requirements (IOR), and individual qualification standards covering white collar occupations in the Federal competitive service can be found here. To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as work that involves: (1) Leading large budget and acquisition programs. (2) Developing acquisition strategies. (3) Knowledge of procurement/purchase card principals and concepts. AND (4) Knowledge of Business Process re-engineering.

Education

There is no educational substitution for the GS-13 level.
