This position is a Realty Specialist within the Office of the Assistant Secretary-Indian Affairs (ASIA), Deputy Assistant Secretary-Indian Affairs Management (DASM) Office of Facilities, Property, and Safety Management (OFPSM), Office of Tribal Leases (OTL) which is located in Reston Virginia.

Duties

Reviews the Indian Self-Determination and Education Assistance Act of 1975 (ISDEAA) 105(l) lease proposals from Tribes and Tribal Organizations (T/TO) for completeness and sufficiency and assures 105(l) facilities lease proposals are consistent with the statutory and regulatory requirements. Coordinates with the appropriate IA, BIA, and BIE program offices to confirm and verify the contracted or compacted programs, functions, services, or activities (PFSAs) administered in the proposed 105(l) facility are contained in applicable funding agreements. Reviews the lease proposal documents and supporting information to determine the T/TO eligibility for a 105(l)-facility lease. Ensures lease compensation is reasonable and not duplicative of other funding the T/TO may be receiving. Documents the appropriate lease term for initial leases. Ensures the completeness and sufficiency of documents and supporting information to determine the compensation for a 105(l)-facility lease is reasonable and not duplicative of other funding received by the T/TO. Reviews the documentation of cost elements submitted by a T/TO listed in 25 CFR Section 900.70 (a) - (h) for completeness and sufficiency. Reviews market surveys for accuracy and completeness when a T/TO requests Fair Market Rate as compensation. Prepares lease and lease binders for review and approval by a senior realty specialist or the Supervisor. Tracks and reports ISDEAA 105(l) lease requests from initial notification through the conclusion of negotiations, lease execution, and distribution of funding for lease compensation. Carries out a wide variety of assignments relating to implementing the ISDEAA 105(l) facilities lease program, and coordinating with various offices within AS-IA, BIA Region Offices, BIA Offices of Indian Services and Justice Services, and BIE, the DOI Office of the Solicitor, and coordinating with a T/TO. Serves as a point of contact for ISDEAA 105(l) facilities lease proposals within the OTL. Manages timely and appropriate coordination with the IA Office of Self Governance, BIA Office of Justice Services, BIA Office of Indian Services, BIA Region Offices, BIE, and the Solicitors Office. Provides ISDEAA 105(l) program Technical Assistance (TA) to T/TOs.

Qualifications

Specialized Experience: To qualify at the GS-11 level you must have one year of specialized experience at or equivalent to the GS-9 grade level to include recent experience with Federal 1) lease negotiations; 2) lease documentation and management; 3) lease accountability, tracking and reporting; and 4) long term budget planning. OR Education: 3 full academic years of progressively higher-level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study OR Combination: Combination of specialized experience and education that totals 100% of the experience requirement. Specialized Experience: To qualify at the GS-12 level you must have one year of specialized experience at or equivalent to the GS-11 grade level to include: recent experience with Federal 1) lease negotiations; 2) lease documentation and management; 3) lease accountability, tracking and reporting; and 4) long term budget planning. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
