This position is located with the Bureau of Indian Affairs, Office of Facility Management and Construction in Reston, Virginia. The office is responsible for Section 105(l) of the Indian Self-Determination and Education Assistance Act (ISDEAA, 25 U.S.C. § 5324(l) lease agreements.

Duties
Oversees the review of ISDEAA 105(l) lease proposals from Tribes and Tribal Organizations.
Ensures the completeness and sufficiency of documents and supporting information to form the basis for eligibility and compensation for an ISDEAA 105(l) facility lease.
Coordinates with the appropriate IA, BIA and BIE program offices to confirm and verify the programs, functions, services, or activities (PFSAs) administered, or to be administered, in the proposed 105(l) facility are contained in applicable funding agreements.
Reviews market surveys for accuracy and completeness when a Tribe or Tribal Organization requests Fair Market Rate as compensation.
Coordinates with the DOI Solicitor's Office throughout ISDEAA 105(l) lease negotiations.
Develops budget planning support for the ISDEAA 105(l) leasing program.
Manages tracking and reporting all informal and formal ISDEAA 105(l) lease requests from initial notification through conclusion of negotiations, lease execution, and distribution of funding for lease compensation.
Assists with the development of briefings to AS-IA, DAS-M, DOI senior managers and executives, and OMB.
Assists with the development of new policy and updates existing policy and processes related to the ISDEAA 105(l) leasing program.
Serves as the primary point-of-contact for questions about ISDEAA lease compensation.
Serves as the primary point of contact for the Tribe or Tribal Organization in negotiating the 105(l) lease.
Serves as the ISDEAA 105(l) primary point of contact for the Office of Self Governance, BIE Associate Deputy Director for Tribally Controlled Schools, BIA Office of Justice Services and BIA Regional Office Awarding Official(s).,
Ensures technical assistance for Tribes and Tribal Organizations.
Ensures transferring the lease compensation per the lease terms to the appropriate Awarding Official to award the lease.
Provides technical assistance and presentations for Tribes and Tribal Organizations.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards ).
GS-13: To qualify at the GS-13 grade level , you must have one year of specialized experience at or equivalent to the GS-12 level to include recent experience with lease negotiations; lease documentation and management; lease accountability, tracking and reporting; and long term budget planning.
All qualification requirements must be met by the closing date of this announcement.
Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
