This position is the Supervisory Realty Officer for the Branch of Real Property and Leasing within the Office of the Assistant Secretary-Indian Affairs (ASIA), Deputy Assistant Secretary-Indian Affairs Management (DASM) Office of Facilities, Property, and Safety Management (OFPSM), Branch of Real Property and Leasing, which is located in Reston, VA.

Duties

Performs as a fully warranted and experienced Level II Lease Contracting Officer (LCO) with responsibility for all functional areas of real property, real estate leasing, and lease administration management. Develops policies, directives, and guidance for use by all IA on the use and management of Government leased buildings and facilities throughout the United States. Evaluates, reviews, and interprets DOI real property objectives and maintains compliance and quality assurance. Exhibit 54 (Annual Budget) 5 Year Space Management Plan. Reduce the Footprint reporting. Advises senior official on realty property and leasing matters. Acquires direct and indirect leases in accordance with IA program mission needs and GSA policy. Provides lease acquisition policy, management, and oversight activities from initiation to close out, and provide agency-wide budget support for the leasing program. Ensures agency-wide databases meet real property and real property leasing asset management and reporting requirements. Reviews requests for lease renewals, revocable licenses, use permits, and other land and space agreements to assure program and statutory requirements are met. Provides supervision on a regular and recurring basis for Branch staff to include other lease contracting officers, realty specialists, and other subordinates within the RPL program. Provides technical guidance on all real property leasing matters in order to maintain conformity, consistency, and compliance with policies and procedures.?

Qualifications

GS-14:To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 in the Federal service that includes: 1) Federal lease negotiations; 2) lease documentation and management; 3) lease accountability, tracking and reporting; and 4) long term Federal lease budget planning. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
