The primary responsibility is to provide executive program oversight, coordination and leadership in Just Culture, high-functioning clinical and non-clinical teams leading to a High Reliability health care system. The incumbent manages all aspects of the program and is responsible to collaborate directly with executive facility leadership, non-clinical and clinical services, VISN and National High Reliability Workgroup to develop, implement and sustain Highly Reliability processes and outcomes.

Individual Occupational Requirement (IOR): The 0671 series requires specific education or experience to be met in order to be appointed into a position of this series. Examples of the Individual Occupational Requirement Experiences as set by Office of Personnel Management (OPM) for this occupation and grade level may include: Undergraduate and Graduate Education in a Major study of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. Transcripts required. OR progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. You must meet the Individual Occupational Requirement (IOR) AND the Specialized Experience as outlined below: GS-11 grade level specialized experience: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Designs, coordinates, conducts and direct studies, using continuous improvement tool and concepts; researches, develops and present educational programs for clinical and non-clinical services regarding improving quality outcomes and continuous improvement processes; identifies and tracks corrective actions and develop reporting procedures and measurements. OR Applicants may substitute education for the experience required for the GS-11 level. Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Transcript required. OR Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.You must have an combination of specialized experience and graduate level education beyond the first 2 years (36 semester hour). Transcript Required. GS-12 Specialized Experience: One year of specialized experience (equivalent to the GS-011 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Serves as a project manager with primary duties focused on highly reliability organization (HRO) initiatives and projects; analyzes performance and develops improvement policies, procedures and methods aimed at preventing harm and enhancing organizational performance; serves as an expert in root cause analysis, system improvement and clinical team training to assure readiness for internal and external accreditation reviews; designs, coordinates, conducts and directs studies using continuous improvement tools and concepts to assist in analyzing complex issues that may adversely affect health care delivery systems and patient outcomes; Research, develops and presents educational programs for clinical and non-clinical services for regarding improving quality outcomes and continuous improvement processes. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
