This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction (CWMD) Office at Washington, D.C. The primary purpose of this position is to provide direction to a professional/technical staff divided into subordinate divisions. The incumbent supports the Deputy Assistant Secretary (DAS) of Enterprise Services (ES) Directorate with the accountability for the organization, direction, and management. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Management and Program Analyst, GS-0343-15, your typical work assignments may include: Provides input for the control, coordination, and continuity of enterprise programs and operations by accomplishing the necessary interface with higher headquarters, and by working with key senior leaders across DHS and CWMD in developing plans for programs, services, and products. Recommends policy, organization, and operational procedures regarding management of CWMD. Directs complex administrative, technical, and professional services, directly affecting a large, complex multi-mission organization in support of CWMD and DHS mission, goals and objectives. Provides oversight of work efforts directly affecting administration management to include, budgeting, accounting, facilities management, security, civilian personnel administration; training and development; and other varied mission support services and activities. Reviews matters of CWMD significance to ensure that procedures are in accord with the policies and plans. Identifies and monitors actual or potential problem areas and recommends a specific course of action that will resolve the problem or correct deficient service support. Evaluates effectiveness of the personnel management program, ensuring reasonable equity and adherence to merit principles. This announcement will be open for 7 business days. Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private sector experience. For this position, specialized experience is defined as: Provides oversight of work efforts directly affecting administration management to include, budgeting, accounting, facilities management, security, civilian personnel administration; training and development; and other varied mission support services and activities. Identifies and monitors actual or potential problem areas and recommends a specific course of action that will resolve the problem or correct deficient service support. Assists in developing the long-range objectives for program office in terms of assigned and projected missions pertaining to facilities, systems, controls, and management requirements of an unusual nature. Evaluates effectiveness of the personnel management program, ensuring reasonable equity and adherence to merit principles. Recommends policy, organization, and operational procedures. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade (GS-14), or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
