This position is in the Budget Branch, Financial Management Division, Office of Strategy, Planning, and Budget (SPB), DCIO for Business Management and Planning (BMP), Bureau of Information Resources Management (IRM).
Duties
Provides technical and programmatic leadership and direction, in carrying out the entire range of management responsibilities of the full budget cycle and ensures the ongoing accomplishment of these activities by subordinate staff.
Provides rationale for major programming of funds and restructuring of projects/programs to ensure adequate and efficient distribution of resources and advises of potential or immediate change in plans or policies.
Represents and negotiates on behalf of the Bureau on committees and working groups and at meetings and conferences where IRM financial and budget topics are addressed.
Plans and carries out the full range of administrative and managerial authorities and responsibilities required to oversee the day-to-day operations of the Budget Branch.
Directs or collaborates in studies, evaluations, and reviews of the budgetary aspects of programs, including alternative methods, sources, and timing of financing, or of the overall budget, budget structures, or budget processes.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience in provision of financial oversight and advising management on budget lifecycle issues and strategies.
Experience in direct oversight of the formulation and execution of federal agency budgets ($200M or more) to include strategic alignment and reporting.
Experience developing data-driven and quantitative analytical tools for conducting oversight activities and evaluation of budgetary aspects of programs.
Experience carrying out full budget cycle activities (preparation, justification, presentation, oversight and execution), ensuring consistent application of budgetary concepts and economic assumptions across all budget accounts.
There is no substitute of education for specialized experience for the GS-14 position.
