As the VISN 2 Health Informatics Workforce Development Coordinator, you will have the opportunity to work within the VISN 2 Health Informatics Team and play a crucial role in training and enhancing the skills of our VISN TCF trainees and existing Health Information (HI) staff. **Remote option may be available for highly qualified applicants**

Duties

Your primary responsibility includes developing and implementing a comprehensive training plan focusing on areas such as electronic health records (EHRs) management, data analytics, project and data management, provider communication and education, and other essential components of health information management. To ensure the success of the training program, you will collaborate with subject matter experts, leveraging their expertise and resources to enhance the quality of training sessions. Using their insights and experiences, you will design a tailored training curriculum that combines theoretical knowledge with practical hands-on sessions. Your role will involve conducting regular training sessions, which may take the form of workshops, seminars, webinars, or on-the-job training. It will be important to evaluate the effectiveness of each session and make necessary adjustments based on feedback to ensure continuous improvement. Additionally, you will have the opportunity to encourage the professional development of our HI staff, emphasizing the importance of continuous learning and staying updated on industry trends and best practices. By encouraging attendance at conferences, webinars, and workshops, you will foster a culture of growth and development within our team. Duties include, but may not be limited to the following: Serves as team leader over a group of Program Analyst (Informatics) positions. Responsible for assigning, monitoring, and reviewing the work performed by subordinate team members. Ensures that the organization's mission and vision are communicated to the team and integrated into the team's goals, work plans, and work products. Identifies, distributes, and balances workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization and adjusting to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Trains or arranges for the training of team members in methods and techniques of technical skills and team building and working in teams to accomplish tasks or projects. Reports to the supervisor periodically on team's work accomplishments, training needs and work processes. Assists in the management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics. Serve as liaison between clinical staff and technical staff and manage all administrative aspects of their programs and projects. Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely. Aids in the development and implementation of policies, procedures, and organizational tools to ensure program success. Cultivates and maintains effective relationships with key partners and stakeholders that impact informatics from the central office level, through the facility level. Cultivates a healthy working relationship between the Offices of Information and Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans. Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process. Effectively aids in the creation, integration, dissemination, and management of data for all enterprise applications, processes and entities requiring timely and accurate data delivery. Applies developed data pipelines and reporting systems consisting of relevant and timely measures to quantify deficiencies and visualize improvements over time. Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them. Work Schedule: Monday-Friday 8:00-4:30pm EST Telework: Up to 3 days per week; VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: SPECIALIZED EXPERIENCE REQUIREMENT: One full year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Examples of specialized experience would typically include, but are not limited to: Experience of serving as a team leader over a group of Program Analyst (Informatics) positions; Experience of responsibility for assigning, monitoring, and reviewing the work performed by subordinate team members; Ability of ensuring that organization's mission and vision are communicated to the team and integrated into the team's goals, work plans, and work products; Experience assisting management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics including administrative and clinical date, data management services or systems, and the electronic health record (EHR) and related systems, with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience at the medical center; and Experience cultivating and maintaining effective relationships with key partners and stakeholders that impact informatics from the Veterans Integrated Service Network (VISN) and central office level, through the facility level. PREFERRED EXPERIENCE: Currently employed as a full-time VHA Informaticist and has at least 1 year experience as a Clinical Application Coordinator. You will be rated on the following Competencies for this position: Administration and ManagementEducation and TrainingHealth InformaticsTechnology Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and similar materials.
