The incumbent serves as the Performance Improvement and Systems Redesign Coordinator for VISN 2. As the network System redesign expert, the incumbent acts as a consultant/advisor to VISN Officers, facility senior executives and leadership staff. This critical role requires this employee to be able to conduct rapid situational analysis, followed by verbal or written conclusions and operationally sound recommendations

Duties

Acts as the VISN 2 representative on national SR committees and attends required national and regional meetings. Leads in advancing Lean thinking and deployment of an array of robust improvement methodologies. Communicates VISN 2 initiatives and progress related to performance improvement and systems redesign. Acts as the communication liaison between VISN 2, its facilities and the Systems Redesign (SR) Program Office. Participates in national systems redesign strategic planning. Prepares complex system redesign analytical reports and submits reports to the SR Program Office. Attends designated national quality and performance improvement meetings. Provides concise, well organized oral and written presentations as needed. Serves as a consultant to facility performance improvement/system redesign work groups and committees. Acts as a coach and primary resource to designated facility system redesign staff. Insures that the principles and strategies of system redesign are consistently implemented across all operations. Establishes and maintains a network infrastructure to support performance improvement and system redesign activities. Manages multiple performance improvement and system redesign projects amidst an environment of competing priorities and continuous change. Manages focused change as demonstrated by sustained change outcomes. Develops the VISN System Redesign Community of Practice meetings. Chairs or serves on designated VISN task forces, work groups and committees. Analyzes the impact of internal and externally generated change on the VAMC and/or network and communicates this analysis to all appropriate leadership staff. Prepares complex analytical reports and submits reports to the Network, facilities and local stakeholders. Assists in the development, coordination, implementation and evaluation of identified system redesign and performance improvement training programs for designated facility system redesign staff and/or other facility staff. Develops and maintains network performance improvement and system redesign policies and SOP's as appropriate. Develops and maintains a performance improvement/system redesign record-keeping archival system and the network archive of strong/best practices and lessons learned. Insures the systematic communication of strong/best practice information to network and facility leadership and staff. Publishes a quarterly performance improvement/system redesign newsletter for network-wide distribution. Actively collaborates with key network-wide stakeholders, such as quality, patient safety, utilization management, risk management, clinical and administrative councils, to identify performance improvement and system redesign opportunities. The incumbent acts as an educator for all levels of staff related to performance improvement and systems redesign. As such, s/he is skilled in the application of adult learning principles to the assessment of staff learning needs, development of appropriate training curricula, execution and evaluation of training programs. Acts as a coach to designated facility system redesign staff using VA coaching/mentoring concepts, principles and tools. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/05/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-14: 52 weeks at the GS-13 level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: prepares complex system redesign analytical reports and submits reports to the SR Program Office; Establishes and maintains a network infrastructure to support performance improvement and system redesign activities; analyzes the impact of internal and externally generated change on the VAMC and/or network and communicates this analysis to all appropriate leadership staff; prepares complex analytical reports and submits reports to the Network, facilities and local stakeholders; assists in the development, coordination, implementation and evaluation of identified system redesign and performance improvement training programs for designated facility system redesign staff and/or other facility staff.
