The position exists in a complex, affiliate, health care environment where the incumbent serves as the Network Managerial Cost Accounting (MCA) Manager in VISN 02. MCA is an automated clinical and financial Managerial Cost Accounting system, which links actual operating expenses to health care services consumed at the patient level. MCA is one of the top information management priorities in the VHA.

Duties

System Development, Implementation, and Maintenance 30% Works with VA Headquarters, Network, and vendor staff to support the continuing maintenance of MCA. Provides feedback to the national MCA program office on functionality and use of the MCA program. Develops and adheres to a timeline with reasonable objectives and communicates the status of the project and specific objectives to his/her supervisor and Network management. Identifies system development issues and/or data capture issues (i.e. absence of data, quality of data, timeliness of data collection), develops and implements plans for addressing issues. Frequently interacts with other VHA Network Medical Centers and MCA Coordinators to identify national MCA issues and problems in order to support their MCA staff. Works with departmental and clinical (i.e. service line) managers to augment the quality of the existing data set (i.e. costs, products, RVUs and clinical descriptive information). Audits all facility databases to ensure that they reflect medical center organizational structures within the Network and describe the services provided to patients. Performs audits on a regular or as needed basis to ensure the accuracy of costing processes such as mapping tables, allocation tables, account masters, etc. Ensures the execution and successful completion of all MCA monthly as well as annual maintenance processes. Supervisory and Managerial Responsibilities 25% Supervises all employees in the Managerial Cost Accounting (MCA). Provides administrative and technical supervision necessary for accomplishing work of the program. System Coordination and Application 25% The incumbent has thorough working experience and knowledge of the potential uses of MCA, works with fiscal, departmental, clinical and top management to distribute and develop reports that contribute to the improved performance of all medical centers within Network 17 and the Network as a whole. Supports the integration of MCA into the budget process, working with budget analysts, department managers, the CFO, top management and the Network. Supports ad hoc requests from the medical centers, the Network, and VA Headquarters staff. Works with clinical staff to assure that MCA information is used to improve the quality and efficiency of patient care. Education and Communication 20% Develops a training program for service line managers covering the interpretation and potential applications of variance and other MCA reports. Serves as a consultant and resource to VISN 2 Medical Centers, VISN, and Program Office personnel due to his/her recognized expertise in the retrieval, organization and interpretation of workload statistics, patient care outcomes and other vital statistics. Based on his/her expertise, the incumbent is expected to provide recommendations to all levels of hospital as well as Network managers regarding opportunities to improve care, cost, and productivity. Prepares presentations as requested for departments, clinicians, top management, the Network, and VA Headquarters. Conducts weekly and ad hoc teleconference calls concerning the implementation, development and application of MCA. Performs other related duties as assigned. Work Schedule: 8:00-4:30 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to work with VA Headquarters, Network, and vendor staff to support the continuing maintenance of MCA; Experience with providing feedback to the national MCA program office on functionality and use of the MCA program; Experience with developing and adhering to a timeline with reasonable objectives and communicates the status of the project and specific objectives to their supervisor and Network management; Ability to supervise all employees in the Managerial Cost Accounting (MCA); Has thorough working experience and knowledge of the potential uses of MCA, and ability to work with fiscal, departmental, clinical and top management to distribute and develop reports that contribute to the improved performance of all medical centers; and Expert ability to provide recommendations to all levels of hospital as well as Network managers regarding opportunities to improve care, cost, and productivity.
