The position is located in VHA's Office of Health Informatics (OHI), Program Support Operations, Budget & Finance service. The OHI Program Office is responsible to support the health information needs of our stakeholders, which include Veterans and their families, clinicians, and health system leaders at the local and national levels.
Duties
Budget/Financial Management:
Incumbent exercises delegated managerial authority based on guidance from the Financial Manager to set in motion annual and multi-year long and short-range business, budgetary, fiscal, and operational plans to ensure continuity of business, budget, and financial operations of OHI. Works closely with OHI Financial Manager and high-level program officials within OHI and VA Central Office (VACO) including elements of other agencies with whom OHI has contractual and reimbursable business operations to provide program support. Works with management on setting goals and objectives for the organization, determines best practices, makes decisions; resolves budget, cost accounting, appropriated and franchise fund discrepancies and overages/shortfalls; and plans for long-range OHI needs.
Resource Planning and Analysis
The Supervisory Budget Analyst supports a variety of complex OHI operations and management funded projects, programs, systems and applications. Assists the OHI Financial Manager on the development of budget requests, resource allocations, interpretation and implementation of financial and business policies, and other requirements related to OHI functioning as an effective and efficient business unit.
Supervisory/Managerial Duties
The Supervisory Budget Analyst advises the OHI Financial Manager on financial policies, procedures, and directives of higher-level management or headquarters. The incumbent provides technical and administrative oversight and is responsible for the budget operations and providing technical expertise in the budget functions which are under multiple appropriations: Medical Support and Compliance, Medical Services, Medical Facilities, and other VA appropriations as required. The incumbent oversees the daily operation and ensures that agency policies and priorities are being followed.

Work Schedule: Monday-Friday, 08:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develop budget estimates; Coordinates the formulation and presentation of budgets; Generate a variety of reports covering the current status and projections of funds, expenses, and obligations; Analyze actual expenditures compared to the budget plan; Develop proposals for budgetary adjustments; Research and resolve discrepancies between the various ledgers or reports and make necessary adjustments; Present budget findings to senior level executives for decision-making.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. This position may require extended hours to meet project and/or budget deadlines and to devise corrective actions and solutions to unexpected financial issues.
