The Social Worker - Whole Health Program Coordinator is assigned to Whole Health Service and is responsible for development and maintenance of professional standards of service, initiating and effecting changes in methods that will promote efficient practice, and coordination of the Whole Health System with other programs within the Jonathan M. Wainwright VA Medical Center catchment area and in conjunction with other sites through the VISN 20 Whole Health Telehealth Service Agreement.

The incumbent is responsible to the Whole Health Clinical Director of the Whole Health Service and practices independently, exercising initiative and independent judgment in day-to-day activities.
FUNCTIONS OR SCOPE OF ASSIGNED DUTIES:
Administers information and analytical systems to evaluate and enhance the quality of service provided to Veterans. Develops and implements information systems to track service activities including visit, referrals, patient demographics, equipment utilization, and patient satisfaction in concert with the Whole Health leadership.
Supervises provides clinical supervision necessary for accomplishing the work of the unit/services including monitoring outreach efforts and for the coordination, planning, and development of key administrative activities for the Whole Health Program.
Adheres to all current directives of Veterans Healthcare Association (VHA) and meet current Commission on Accreditation of Rehabilitation Facilities (GARF) and The Joint Commission (T JC) standards and accreditations in a timely and efficient manner.
Formulates, interprets, and implements policies and procedures for outpatient programs and the Whole Health Service as appropriate. Incumbent represents the administrative decisions of the Clinical Director, Whole Health Service, and is responsible for the integration of the Well-Being programs in Whole Health operations.
Assists the Whole Health Clinical Director in initiating action to fill Whole Health vacancies and works with the other members of the Whole Health leadership team in interviewing and selecting job applicants.
Serves as a member of the Whole Health Leadership team and serves on other Jonathan M. Wainwright VA Medical Center and VISN 20 committees, focus groups, and administrative/clinical boards in addition to representing Whole Health Service on special projects as deemed appropriate.
Oversees the development and implementation of a financial management system, which includes cost and budget analysis, forecasting, and control of any funds which may be assigned to the program under the incumbent's oversight. The incumbent is responsible for budget formulation, control point management, and ethical and appropriate procurement of supplies.
Participates and plans "in-service" training programs and works with the individual staff in identifying learning needs and necessary special educational programs and readings to meet these needs to further staff growth in
professional/clinical knowledge and skills.
Expects to perform collateral duties as assigned.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/.
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-12
Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring.
Knowledge and ability to write policies, procedures, and/or practice guidelines for the program.
Ability to supervise multidisciplinary staff assigned to the program.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to provide training, orientation, and guidance within clinical practice.
Preferred Experience: Preferred 2 years of experience working with individuals experiencing crisis and suicidal ideation preferable within a VA setting
