The primary purpose of this position is to broaden the skills and/or enhance the leadership abilities of the incumbent, while contributing support to the mission and function providing full scope of responsibility for advising and supporting the operational and administrative activities of the ACD and CDA mission
Duties
DUTY 1:
Performs Career Broadening assignments, using their expertise to formulate strategies, plans, orders, and procedures and work plans dealing with the development and operation of command and control of cyber forces Air Force-wide functions and activities; participates in providing operational, technical and administrative direction to subordinate organization
DUTY 2:
Participates with the Director of Operations and Deputy Director of Operations in the exercise of supervisory personnel management responsibilities.
DUTY 3:
As a Career Broadener, serves as Directorate of Operations (DO) focal point for strategy and aid in planning of Cyber Operations.
DUTY 4:
In a Career Broadening capacity, manages mission knowledge, information, and situational awareness processes and systems to develop long- range plans and strategy for cyber/IT operations at the operational and tactical levels.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Guidelines for performing the work are of limited use. The supervisor uses judgment, resourcefulness, and initiative in adapting and applying guidelines, and is responsible for analyzing results and recommending changes to deal with the more difficult or unusual assignments. The supervisor identifies those aspects of regulations applying to the particular action, tailors provisions to meet special requirements, and develops criteria or justification. The supervisor may deviate from traditional methods, research trends and patterns, and develop new methods, criteria, or propose new policies. References used include those addressing equipment maintenance and mission assurance such as USCYBERCOMMAND and Air Combat Command (ACC) Hunt Concept of Operations and CJCSI 6200.1, 6210, and 6211, DISA Security Technical Implementation Guidelines (STIGs), Weapon System Technical orders, as well as other guidelines including DoD, AF, and local contracting regulations, policy directives and instructions, and other legal precedents. Administrative policies and precedents are applicable but are stated only in very general terms.
Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems and to ensure the availability, integrity, efficiency, and reliability of servers. Broad knowledge of virtual machine (VM) technology and containerization, such as Docker is highly desirable. Skill in modifying and adapting precedent system approaches to meet for specialized requirements of new projects, and skill in coordinating the efforts of a team. Knowledge of a wide range of computer techniques, requirements, methods, and procedures including approaches used by other agencies to design solutions
for application requirements. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings which are appropriate for the intended audience; and to maintain good working relationships. Knowledge of security procedures to maintain control of classified material.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-12 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery of knowledge in applying interrelationships of multiple Intel systems and Cyber security concepts, principles, standards, and practices sufficient to develop and interpret procedures and strategies governing the planning and delivery of network defense and command and control of network maintenance.
2. Knowledge of federal, DoD, Joint, and AF doctrine, policies, principles, concepts, guidance, procedures, techniques, and
methodologies pertaining to cyber operations.
3. Knowledge of national cyber missions, roles, functions, organizational structures, and organizational operational capabilities to
provide C2 over cyber forces.
4. Skill and ability to provide technical leadership and project/program oversight over highly complex cyberspace missions, theories and methods in conducting substantial coordination among a variety of organizations and high-level managers to identify and integrate internal and external cyber objectives affecting the organization or supported entities.
5. Skill and ability to speak and write effectively, to address highly complex technical and controversial issues (frequently in terms understandable to non-technical personnel), serve as senior consultant to agency management officials, prepare and give briefings, chair meetings, lead task forces, and prepare reports and statements for senior military/civilian (General Officer/SES) management officials.
5. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization.
6. Ability to analyze, plan, and manage work operations of subordinate organizational segments and teams to meet mission requirements and objectives within available resources.
8. Ability to direct and oversee the execution phase of cyber orders to gain desired non-kinetic effects.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoDM 8140.03, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoDM 8140.03. Failure to receive the proper IA certification may result in removal from this position.
Compliance with Air Force training specified in the Training and Readiness Manual; and applicable higher headquarters guidance memoranda for Cyber-Crew Training, Standardization and Evaluation, and Cyberspace Operations, is a condition of employment. The incumbent must achieve and maintain appropriate qualification requirements as specified and attain Mission Ready (MR) certification within 10 duty days after MQT. The Deputy Director may extend this period only in cases where the member is unable to achieve full Mission Readiness (MR) by the designated time through no fault of his/her own. Delays due to an individual's course/certification failures and an individual's failure to plan adequate time to meet all requirements cannot be waivered. Failure to achieve and maintain MR requirements may result in removal from this position. If an employee obtains MR
but later loses his/her certification and is unable to regain certification, or the employee repeatedly regains and subsequently loses MR in less than three-years' time, the employee will be considered in violation of the MR condition of employment and will be removed from this position and/or processed for termination of employment.
Training required/provided for this position may be 80 hours or longer in duration and may require that the employee sign Continuing Service Agreement to attend the course. For all IQT, MQT or training required for position-related certification/readiness or continuing education, the employee must accept the CSA as a condition of employment.
