The primary purpose of this position is: to serve as the SAF/IE Management Analyst Officer supporting the responsibilities of the budget analyst, contract officer representative (COR) and administrative support and managerial analyst to the SAF/IE Director of Staff assisting with budget and administrative related activities to support the Director of Staff portfolio.
Duties
Provides financial advice on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of fund, etc. Presents, explains, and defends budget actions at meetings and conferences with higher level review officials.
Serves as the organization's Contracting Officer Representative (COR). Serves as the technical liaison between the contractors and the Contracting Officer with the oversight of contract performance and services.
Facilitates the creation, integration, and synchronization of staff actions, tasks, events, and other products in response to subordinate, lateral and higher headquarters organizational requirements for coordination or requests for action, i.e., response, signature, or approval. Develops and implements systemic task tracking methodologies to ensure timely delivery of products and services to meet mastery schedules and program milestones.
Advises Director of Staff on administrative management. Evaluates and proposes improvements to the processes for accomplishing executive support to the Principal Deputy Assistant Secretary, Executive Officer, and Director of Staff.

- Knowledge and expertise regarding Headquarters Air Force budget processes is highly desired.
- Knowledge with Department of the Air Force strategic documents and prioritization methods
- Knowledge with Department of the Air Force organizational and tasking process is preferred.

- Minimum of a bachelor’s degree is desired.
- Flexibility to telework as determined by workload and approved by supervisor exists; work will require time in office during critical programming periods.
- Work may require travel away from the normal duty station on military and commercial aircraft.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- This is a centrally managed position. Travel and relocation expenses will be paid through career program.
Qualifications
In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includesextensive knowledge of a wide range of qualitative and/or quantitative methods to participate in the development, assessment and improvement a wide plans and concepts; knowledge of organizational goals, objectives, and capabilities; perspectives on the present and future force structure laydown and methods of evaluating different locations as they pertain to those goals; comprehensive skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of strategy, concepts, and technology in future operating environments, and at least one (1) year of experience in Change Management/Continuous Process Improvement programs or Change Management trained-certified and/or Green or Black Belt trained-certified and familiar with associated principles, concepts, and methodologies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of a wide range of qualitative and/or quantitative methods to participate in the development, assessment and improvement of Department of the Air Force (DAF) wide plans and concepts.
2. Knowledge of organizational goals, objectives, and capabilities; perspectives on the present and future force structure laydown and methods of evaluating different locations as they pertain to those goals.
3. Comprehensive skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of strategy, concepts, and technology in future operating environments.
4. Ability to synthesize complex, and often-competing information and viewpoints to determine best course of action. Advocate recommendations across the staff and to senior leaders.
5. Ability to plan, organizes, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintains good working relationships.
6. At least one (1) year of experience in Change Management/Continuous Process Improvement programs or Change Management trained-certified and/or Green or Black Belt trained-certified and familiar with associated principles, concepts, and methodologies.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
