This position is located with the Consolidated Patient Accounts Center under the Chief Financial Officer, Veterans Services Department. The CPAC is a regionally consolidated business entity established to increase revenue with VHA using an industry best model built on regional management of key aspects of the revenue cycle, process standardization, accountability & economies of scale for several Veterans Integrated Service Networks.
Duties
Provide technical leadership as Subject Matter Expert in the performance of clerical and/or technical work in support of CPAC operations.
Prepare and review public vouchers for processing; processes refund reviews; prepayments; claims matching; rated eligibility; CBI Blast reports; eligibility audit requests from Vista reports/messages, Veterans or other VA entities, PRM DMC/TOP; held charges.
Communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Provide guidance and assistance to lower graded assistants and/or other staff regarding program requirements.
Provides assistance with the Debt Management, Internal Revenue and Treasury Offset programs.
Work Schedule: Monday to Friday, 7:30am to 4:00pm
Compressed/Flexible: May be available pending supervisor discretion

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/20/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1) Processes refund reviews, prepayment, claims matching, rated eligibility, audit requests from agency entities.
2) Collects, analyzes, prepares, and tracks data for preparation of statistical, financial and administrative reports and processing.
3) Reviews First Party debt directly related with the Debt Management Center Program, Treasury Offset Program, and the Cross-Servicing Program prior to payment offsets.
4) Provides education and assistance through telephone or written correspondence concerning programs administered to assist customers and their families.
5) Communicates the organizations strategic plan, mission, values, and vision to the team.
6) Distributes and balances workload and tasks among employees in accordance with established work flow.
7) Trains and arranges for training of team members in methods of team building and accomplishing tasks/projects.

Physical Requirements: No unusual physical requirements are present. The work is primarily sedentary, although some slight physical effort may be required.
