You will serve as a UTILITIES ANALYST in the Public Works Business Line of NAVAL FACILITIES ENG COMMAND MARIANAS.

Duties

You will compile, audit, analyze, and assess utilities raw data. You will correct and resolve any discrepancy and/or problem prior to inputting into financial system. You will examine and evaluate the work production processes; develop plans and processes to correct deficiencies found, and recommend solution to avoid deficiencies. You will calculate customers utility consumption and demand. You will develop and establish metrics to analyze and improve process controls. You will assist in the development of the UEM budget. You will review budget submissions for compliance with rules, regulations and procedures. You will prepare and submit monthly forecast of the utilities budget comprising of electrical, water, sewage, steam, demineralized water, and overhead budget.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing auditing and/or analysis work in examining utilities raw data; recommending changes and improvements based on the analysis; assisting in the development of the budget; and/or developing processes to increase efficiency of workflow/operations and reduce cost. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
