The primary purpose of this position is to The primary purpose of this position is to to provide the services of a Contracting Officer Representative (COR) for 88 CES/CEOES. The incumbent monitors and evaluates contractor and in house performance as required by the Performance Work Statement (PWS) using the Quality Assurance Surveillance Plan (QASP).

Duties

1. Monitors and manages service contracts such as oil water separators, elevator maintenance/repair, custodial, GSA/Prime Vendor, carpet cleaning, grease trap maintenance, hoods and ducts, cranes and hoists, scales, refuse maintenance/repair, etc. 2. Acts as liaison between the Senior COR or supervisor, contractor and customers to ensure services are received as specified through on-site evaluations based on the PWS, Performance Requirements Summary (PRS), and/or the QASP.. 3. Makes recommendations to the Senior COR or supervisor to resolve difference of opinion, clarifies requirements, solves problems, initiates changes and prevents/settles claims in conjunction with the contract administrator or Functional Area Chief. 4. Develops modifications to the PWS, QASP, and technical exhibits which detail current and projected workload, gov't furnished property, transition plans, and regulatory guidance. 5. Develops and maintains a monthly quality assurance surveillance schedule of services utilizing AF Form 801. 6. Reviews directives, regulatory changes, and analyzes precedents and policies in connection with the program to determine the effect on assigned operations.

  • Employee will be required to work overtime and call back emergency work. May be required to work irregular shift or overtime in performing duties and will be required to perform on call duties.
  • Employee will be required to obtain a Government driver's license and must possess a valid state driver's license and compliance with AFP 24-317
  • Employee will support mobility or readiness center operations in an exercise or contingency situation
  • Incumbent assigned to this position is subject to recall 24 hours a day 7 days per week including holidays. Employee will be required to perform on call duties
  • Employee will support all special events type work
  • Employee may be assigned to monitor and inspect any contract work within the Functional Area Office (88 CES/CEOES) section
  • Must attend Hazcom training yearly ; some positions require asbestos, lead or other certification.
  • The incumbent of this position is required to submit an initial and annual SF 450 (Financial Disclosure) in accordance with joint Ethics Regulations
  • May be required, at the convenience of the government, to perform temporary duty with travel by either government or commercial air transportation and utilize government-furnished messes at temporary duty stations when available

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, under the Group Coverage Qualification Standard for Administrative and Management Positions for this series in conjunction with the Individual Occupational Requirements for Clerical and Admin Support series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-4, or equivalent in other pay systems as Contracting Officer Representative (COR) or equivalent experience which includes providing all personal and non-personal service contract oversight, management and execution. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-07 grade/level or equivalent position in the federal service. OR EDUCATION: I have successfully completed a full 4-year course of study, in any field, leading to a bachelor's degree. This education has been obtained in an accredited college or university. NOTE: You must submit a copy of official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination equivalent of successfully completed post-high school education and experience that may be used to meet total experience requirements. NOTE: You must submit a copy of official transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in--grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of the TIG requirement are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/ or competencies in the following areas: 1. Knowledge of contracting regulations and operating procedures for the purpose of constructing contract clauses, contract provisions; and contract execution. 2. Knowledge of directives, regulatory changes, and policies to determine the effect on assigned operations. 3. Knowledge of requirements, inventory control, computer operations, customer service and training, and administrative processes to evaluate contractor services. Inspects for accuracy, timeliness, and compliance with contractual requirements. 4. Ability to recognize and define problem areas and recommend resolutions to the Senior Contract Services Monitor or supervisor. 5. Ability to communicate effectively, orally and in writing, with contractors and customers. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
