About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located on historic Fort Liberty in Fayetteville, North Carolina. Fort Liberty is the home of the national premiere Special Operations and Airborne Forces.
Duties
Serve as a Security Specialist (Disclosure) for all foreign activities in the Command.
Assist in managing all formal activities and maintaining a continuing disclosure program for the Command.
Advise on the validity of disclosure requests received and conducts staffing required to satisfy the requirement.
Coordinate request for disclosure of material with the Command, other units, and other agencies.
Screen material prior to release ensuring documents are releasable and follow relevant disclosure regulations and policies.
Manage the Foreign Liaison Officers (FLO) and Military Personnel Exchange Programs (MPEP) ensuring assigned foreign personnel are vetted, tracked, contact officer is assigned, and all required documents are on file.
Present briefings on a variety of subjects, to include National Disclosure Policy, DOD directives, classified material control markings, and effective security control.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- This position may require Temporary Duty (TDY) 30 days or less travel to various locations approximately 10% of the time.
- May be subjected to short notice recall. Must reside within 50-mile radius of duty location.
- May be required to work uncommon tour of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
- Designated Mission Essential: May be required to report for or remain at work during inclement weather or when operations are disrupted, as mandated by management; dismissal or closure announcements.
- Must be willing to submit to Counterintelligence Polygraph if required.

- Two year trial period may be required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience 1) processing foreign disclosure requests per U.S. disclosure and release policies; 2) planning and/or coordinating the execution of various authorized international agreements such as: Foreign Liaison Officer (FLO) and Military Personnel Exchange Programs (MPEP); AND 3) processing Foreign National visit requests for official visits to the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11).
Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
