About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Gordon, Georgia.
This position will be filled on a permanent basis.
Duties
Researches, analyzes, and determines the long-range impact of new concepts, new systems, and new organizations for Government and industry to ensure capability gaps are recognized and solutions resourced.
Catalogs and organizes all approved and accepted capabilities. Knowledgeable on all applicable USCYBERCOM and ARCYBER processes, procedures, policies, and instructions to capability development and delivery.
Reports cyberspace issues to senior leadership in a format and with enough detail suitable for senior leader decisions.
Applies writing and editing skills, as well as an understanding of computing and communication devices and systems, i.e., hardware, firmware, and software, so the incumbent can clearly portray specifications needed.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year probationary period may be required.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 15% of the time.
- Must obtain and maintain a Top Secret security clearance.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by possess a technical understanding of networking and mission end state goals to conduct the operational resource management and planning aspects of the cyber mission; ability to apply a wide range of quantitative techniques to plan, implement, integrate, and manage highly technical operational resources; knowledge and experience in policy, regulatory and procedural requirements relating to Information Operations cyber resource planning, programs, and execution; utilize technical skills in both oral and written communication, effectively conducting briefings and discussions with senior leaders.
