Duties
The primary purpose of this position is: To serve as a regional Operations Specialist subject matter expert (SME), Global Support Group (GSG) for the Directorate of Operations, United States Special Operations Command supporting the SOCOM Service Components and Theater Special Operations Commands (TSOCs).
Serves as a Current Operations Regional SME on all strategic and operational level issues specific to SOF AOR operations.
Utilizes current reporting on Operational matters to provide recommendations and expert analysis to the Regional Branch Chief and J33 Division Chief.
Provides valuable communication and information to the regional Crisis Action Team (CAT) for all USSOCOM Emergent Strategic Operational events with duty within the USSOCOM Situational Awareness Room (SAR).
Participates in special projects, initiatives and performs special assignments to include long-term planning, functional/technical advice and guidance, and continuity of management.
Incumbent is responsible to ensure the core classified national information protection security disciplines of information are fully covered from a policy and programmatic view point to ensure overall information protection requirements meet mission requirements

- Work may require some travel away from the normal duty station on military and commercial aircraft for TDY to attend office calls, meetings, conferences, workshops, seminars, orientation, and make staff visits.
- Must be able to obtain and maintain a Top Secret / Sensitive Compartmental Information (SCI) Clearance.
- Shift work and weekend stand-by duty may be required. Employee must be available for work within an hour of recall in emergency situations as this position is key.

Qualifications
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This position is a key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes expert knowledge of mission, organization and interrelationships of Department of Defense, Joint Staff, and interagency working groups, as well as, special operations and other government agencies/activities. Knowledge of National Strategy, National Military Strategy, USSOCOM organization, roles, and missions; NATO, Coalition and SOF, and Joint/Combined/Coalition capability development activities. Expert knowledge of personnel/manpower directives, publications and other guidance set forth at HQ USSOCOM, Military Services and the DoD required for developing, coordinating, and implementing personnel/manpower requirements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of Special Operations policies, principles, concepts, guidance, procedures, techniques, and methodologies of the United States Special Operations roles, missions, and functions and how they synchronize within the whole of government.
Expert knowledge in one or more of the following subject matter areas: 1) Joint SOF Doctrine/SOF C2 structure; 2) Unconventional Warfare, 3) Counterterrorism; 4) Operations; 5) Counterinsurgency, 6) Multi-National Special Operations, 7) Interagency Activities and Interoperability.
Knowledge of USG polices and directives to include National Implementation Plan, National Military Strategic Plan for the War on Terrorism and DoD's CONPLANs 7500, 7520, and 0300
Skill in written and oral communications in making presentations and conducting meetings in order to effectively communicate within various levels of the Command, JS, OSD, and other government agencies commensurate to coordinate with general officers and senior civilians with whom frequent contact is required.
Ability to interpret high level guidance plans, organize ideas, and work with others to translate into appropriate Doctrine, Organization, Training, Materiel, Leadership, Personnel, Facilities and Policy (DOTMLPF-P) strategies and programming. Ability to establish and maintain positive successful professional and working relationships with Joint, DoD, civilian, and other government communities.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
