About the Position: This is a Supervisory Contract Specialist GS-1102-13 position with the Mission Installation Contracting Command located at Fort Leavenworth, KS. Incumbent will perform supervisory duties and is responsible for the full range of contracting functions.

Duties

Serve as contracting officer with full authority to make final commitments on all types of contracts for the government. Performs supervisory, internal personnel administration and management tasks. Exercise authority to take decisive actions, serve as a key advisor to the Director and other staff and operating officials on all phases of contracting. Plans the personnel needs for the division.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the employee to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Financial Disclosure Statement OGE Form 450, pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position may be subject to a one (1) year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Basic Requirement for a Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: : 1) Performing pre-award and post award contracting functions such as selecting contract types, methods of solicitation, negotiation, and evaluating proposals; 2) Performing contract management to include monitoring contractor performance, resolving and executing contract audit recommendations, and negotiating settlement disputes; AND 3) Resolving issues and/or problems to ensure the successful execution of contracts and contract awards/modifications/negotiations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
