About the Position: Fort Leavenworth, Kansas is home to the U.S. Army Combined Arms Center. It located close to Missouri and overlooks the Missouri River. It is the oldest Army post west of the Mississippi River. The incumbent will serve as Contract Specialist, with responsibility for representing the Mission and Installation Contracting Command. Selection(s) may be made at the GS-11 or12. If selection is made at the GS-11 level, the position will be considered Full-Performance at GS-12.
Duties
Perform pre and post-award contracting functions in the development, justification, coordination, and completion of a large number and variety of procurement transactions from time of receipt to award, administration, and close out.
Attend conferences and exhibits or initiates meetings with industry associations, and others for the purpose of expanding competition.
Explains Federal contracting procedures to potential suppliers and determines the most advantageous time to solicit bids for expanded competition.
Assures that requirements of law and regulations have been complied with and clearances and approvals have been obtained prior to signing contracts.

Basic Education Requirement for the 1102 series:
A Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Qualifications for GS-11
Specialized Experience Required: GS-11:To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: Executing pre-award and post-award procurement functions for supply and/or service contracts; (2) Reviewing contracts for accuracy and conformity to policy and law; AND (3) Monitoring contractor performance to
ensure they are within compliance with the completion schedule as required.
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Qualifications for GS-12
Specialized Experience Required: GS-12: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: Conducting negotiation of contract prices, terms and conditions on behalf of the organization; (2) Executing of pre-award and post-award acquisitions to procure complex and/or diversified commodities, services,
and/or construction to include determining the appropriate method of procurement; (3) Applying laws and policies regarding contract actions; acquisition planning; and identifying, obtaining, and preparing documentation needed to plan, execute and obligate contract actions.

Time-in-Grade Requirement: GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
