About the Position: Fort Leavenworth, KS is home to the U.S. Army Combined Arms Center. It located close to Missouri and overlooks the Missouri River. It is the oldest Army post west of the Mississippi River. The incumbent will serve as Procurement Analyst, responsibility for representing Mission and Installation Contracting Command.

Duties

Serves as the contracting activity policy/compliance and Internal Control Administrator (ICA); responsible for review, interpretation, and promulgation of procedural changes imposed by higher authority. Perform in-depth review of all contractual actions requiring Board approval to insure that proposed actions comply with applicable laws, regulations, procedures, and policies. Advise management and division chiefs of changes in reporting requirements or other administrative procedures. Ensures procedures are in compliance with pertinent guidance for daily operations. Identify training needs and make arrangements for employee development.

  • This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain and maintain for the duration of employment, a secret security clearance.

  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Interpreting and applying acquisition policy requirements; (2) Reviewing individual contract file documents and contract files for completeness/compliance; (3) Interpreting and responding to data calls and taskings; and (4) Tracking, compiling, or analyzing workload data and statuses. You will be evaluated on the basis of your level of competency in the following areas: Contracting/ProcurementInitiation of WorkPreparation and NegotiationProblem SolvingProcurement Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
