Duties
The Homeland Security Investigations (HSI) Strategic Planning, Analysis, and Requirements (SPARq) Unit is looking for a Strategic Planner with the ability to perform detailed and complex analysis and planning and requires knowledge of advanced management concepts, program and project management, strategic planning, risk management and business process improvement/development. The Strategic Planner will provide support to HSI's strategic planning and performance reporting effort. The Strategic Planner should have deep experience in the area of strategic planning, with knowledge and functional experience in complex strategic projects to include data analysis, risk management, setting and evaluating performance measures, developing long-range strategic plans that align to DHS, ICE, and HSI priorities.
Responsibilities
- Provide expert advice/guidance regarding HSI mission alignment analysis, strategic planning, performance measurement, and reporting.
- Providing expert advice/guidance/oversight/development of the HSI Strategic Plan to include quarterly analysis and reporting of performance progress.
- Provide recommendations for improvements, efficiencies, and alignment of expectations with DHS, ICE, and HSI strategic goals and objectives.
- Develop operational knowledge and a functional understanding of HSI operations and their distinctive interaction with other DHS Components, Federal, State, and Local partners in order to understand and communicate HSI requirements.
Requirements
- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
Knowledge of a wide range of methods and techniques used in strategic analytic research studies and possession of analytical abilities.
Knowledge of PPBE techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
Ability to originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
Ability to develop and utilize appropriate data collection techniques.
Ability to manage sensitive matters and/or complex problems and make key contributions to group efforts.
Ability to listen to, clarify, and communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
