The incumbent serves as Supervisory Program Analyst and Senior Financial Advisor, with the responsibility of supporting the RMO to ensure that information technology (IT) and other resources are procured and utilized to the maximum efficiency and effectiveness possible. As such, the incumbent provides an array of IT technical, financial support, and consultation to the Chief Financial Officer (CFO), CIO, Deputy CIO, senior management, and OCIO staff.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications.
To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:
Experience in developing, implementing and providing advice in response to information technology mandates and budget or program guidance from external regulatory sources that include creating, tracking, and communicating governance programs, policies, and guidance within an organization.
Experience serving as a liaison/consultant role interpreting directives; monitoring and reviewing budget submissions; recommending and implementing proposed solutions; analyzing and evaluating business processes for internal control deficiencies and related budget and financial management and programmatic issues to improve operating efficiency and maintain the integrity of Information Technology (IT) financial information.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Financial Management (*) - Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization.
Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations.
Information Technology Program Management - Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
