This position is located in the Service Strategy and Portfolio Management, Division of the Office of Consular Systems and Technology, Bureau of Consular Affairs (CA/CST/SSPM), in the U.S. Department of State. The incumbent serves as an Information Technology Specialist with responsibility for providing a broad range of strategic, analytical, advisory support for the CST governance and portfolio management processes.
Duties
Develops and implements IT Governance (ITG) standards, templates, and process policies that govern the planning, execution, and delivery of new or enhanced Information Technology systems, products, and services.
Establishes and communicates strategic direction and leverages performance metrics to assess and report on progress toward enterprise goals and mission objectives.
Provides analysis to identify areas of potential improvement in resolving complex problems and Information Technology (IT) service delivery issues.
Ensures optimal IT investment alignment with Office of Consular Systems and Technology (CST) vision, mission, and strategic goals as well as Bureau priorities, and minimization of overlap and duplication of efforts.
Leads, plans, and conducts comprehensive Information Technology (IT) Investment reviews that include assessment of the financial, project management, and security aspects of each investment and projects associated with the investment.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.
Customer Service - Maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.
Oral Communication - Briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.
Problem Solving - Identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions.
AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience participating in the development and/or implementation of IT policies and procedures and performing internal reviews and auditing of those policies and procedures and updating as required.
Experience developing business cases through stakeholder needs analysis, defining business requirements, analysis of alternatives, and cost benefit analysis.
Experience with establishing, refining, and implementing IT Governance methodologies.
Experience managing program and project schedule, risk, and cost through adherence to project management principles and tools.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-12 position.

Problem Solving - Identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide several potential solutions.

Experience defining, documenting, and implementing IT Governance policies, standards, and templates that govern the planning, execution, and delivery of new or enhanced IT systems, products, and services.
Experience establishing and implementing SDLC frameworks that govern the planning, execution, implementation, and operation of IT systems and applications.
Experience developing organizational IT Strategic Plans including defining goals, objectives, and key performance indicators to track and measure success of those plans.
Experience planning and conducting comprehensive assessments of IT investments and applying capital planning and investments tools and processes that ensure organization is maximizing the value of the investment.
