About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Interprets, develops procedures, recommends, evaluates effectiveness of, and disseminates policy and guidance on Information Assurance program requirements. Establishes and maintains an effective channel of communication with the appropriate information assurance program manager (IAPM), senior IAM, and other IA personnel. Develops policies and ensures compliance with written instructions and Standard Operating Procedures. Responsible and accountable for the management and oversight, and assessment of the effectiveness of all aspects of the Brigade IA program. Formulates and executes concepts, programs, plans, policies and procedures for Installation-wide information management/information assurance activities. Develops long-range plans and provides guidance in accordance with Army, NETCOM, CYBER Command, Garrison, and Directorate objectives, based on systems analysis of hardware/software and communications requirements. Responsible for the Department of Defense (DoD) Risk Management Framework (DODRMF), Enforcement Reporting, and IA Training. Provides Quarterly Security Bulletins to users; reviews audit logs, manages the DODRMF Control List on a regular recurring basis, enforces and updates DODRMF. Manages the Information Assurance Vulnerability Management (IAVM) and remediation processes for both SIPR and NIPR, including Army Vulnerability and Tracking Resource (A VTR) and Network Common Relevant Operational Picture (NETCROP). Private Key Infrastructure/Local Registration Authority (PKI/LRA): Serves as the BDE’s primary ISSO for the PKI/LRA program and support to the 311th SC(T). Monitors and maintains a database on training and certification for Information Assurance positions to include privileged users and systems administrators.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • This position is designated critical sensitive, as defined in DoD 5200.2-R, AR25-2 Personnel Security, therefore, requires employee be able to obtain and maintain a Top Secret security clearance. This is designated as IT-I.
  • Department of Defense Directive 8570.1, signed in August of 2004, the approved base line certification for this task requirement is IAM Level III certification of DoDD 8140.03M, and the incumbent must have an IAM Level III certification.
  • Temporary Duty (TDY) Travel will be required 25% of the time or more and may require worldwide travel. Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Basic Requirement for Information Technology Specialist (INFOSEC/PLCYPLN) To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Specialized and Other Experience: One year of specialized experience which includes Mastery level experience (10+ years ) in Cyber Security or Information Assurance with clear understanding of Army regulations, policies and guidance, network accreditation, Risk Management Framework (RMF), vulnerability managements, DISA STIGS and other technical baselines. Army specific experience with the eMass software or other automated solutions used to manage Cyber Security accreditations. Command Cyber Readiness Inspection or other cyber inspections experience. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
