Duties

As a SECURITY SPECIALIST (INDUSTRIAL SECURITY) at the GS-0080-11/12 some of your typical work assignments may include: Performs site surveys, ensuring physical security requirements are met. Serves as a liaison with other military services, program, and agency Special Security Officers. Identifies security deficiencies and recommends corrective action. Serves as s Subject Matter Expert (SME) for DoD Special Access Programs (SAPs) and related matters. Develops, establishes, interprets, coordinates, and implements multidisciplinary security policy in support of acquisition operations support and intelligence SAPs. Recommends the installation of multi-layered security systems which involve personnel access controls, physical protection devices, monitoring equipment, remote alarm equipment and other measures. Incorporates and disseminates requirements in regulations, memoranda and policy guidance based upon Executive Orders, Presidential Decision Directives (PDDs), Congressional mandates, and guidance from the Director of the Agency, DoD, Joint Chiefs of Staff (JCS), Defense and Intelligence Agencies, and the Services. Leads, directs, and oversees programmatic security for DTRA SAPs, ACCMs and IJSTO. Ensures complete oversight of DTRA SAPs by Congress, Office of the Secretary of Defense (OSD), agency, and auditing and inspection activities. Provides on-site liaison at other Agencies and organizations. Prepares SAP and ACCM Security Classification Guides, Security Test Plans, Transportation Plans, Operations Security Plans and other relevant security policy and procedure documents. Serves as a SME regarding a variety of the latest technology in security equipment and devices related to the planning and implementation of protective methods and security procedures. Ensures SAP storage and work areas meet appropriate standards are approved by authorized certification officials. Ensures all personnel approved for SAP access are briefed/debriefed as situations necessitate; ensure documentation is current and correct. Implements SAP security classification guide procedures addressing issues that may arise in the conduct of project assessments that may impact program objectives. Reviews the classification guide and operating procedures for currency base on national-level classification standards and updates as necessary. Provides oversight for various client programs and other supported organizations. Implements and monitors policies, practices, procedures and control systems for the protection of classified information and data. Prepares staff correspondence and ensures security reports are accurate, comprehensive, properly safeguarded, and distributed within assigned timeframes. Submits security procedures, policies, and standard operating procedures for approval by senior management. Provides mentorship, advice, assistance, and recommendations to junior security specialists as needed. Establishes, maintains, and manages SAP billets and conducts security indoctrinations, and/or debriefings to personnel with compartmented security procedures to special programs. Conducts preliminary inquiries into any loss, compromise, or suspected compromise of classified sensitive information, including generating damage assessments. Evaluates and recommends solutions to difficult or complex security programs relating to specialized security situations. Manages the physical security measures designed to safeguard personnel; prevent unauthorized access to equipment, facilities, material and documents against espionage, sabotage, damage and theft. Responsible for the implementation of physical protection of sensitive or classified information, personnel, facilities, resources, or processes against criminal, terrorist or hostile activities. Conducts facility inspection where sensitive, classified, SCI, and SAR mater are located, processed, discussed and stored.

  • Employee must be able to obtain and maintain a Top Secret security clearance based on SSBI and eligibility for Sensitive Compartmented Information (SCI) and Special Access Program (SAP).
  • Incumbent must obtain the SPeD Security Fundamentals Professional Certification (SFPC) or Physical Security Certification (PSC) within 24 months of hire and maintain annual certifications thereafter.
  • Must consent to and pass pre-employment drug testing and be subject to periodic random drug testing thereafter.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service: Experience developing and providing security related training to include training products designed to enhance training. Experience identifying and analyzing challenges; provides advice regarding the proper safeguarding of sensitive material and information in accordance with applicable directives. Experience providing authoritative information and assistance to leadership by advising on security program policies and related security matters and on the impact of security requirements on organizational missions. Experience providing multi discipline security support, leading security projects at the intermediate and advanced proficiently levels. You may qualify at the GS-11, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service: Experience assisting with providing security related training as required. Experience assisting with providing advice regarding the proper safeguarding of sensitive material and information in accordance with applicable directives. Experience assisting with providing support to multi discipline security projects at the intermediate proficiently level. OR B. Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR C. You have some specialized experience as described in A, but less than one year; and you have more than one year but less than two years of education as described in B. You have computed the percentage of the requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for the GS-12.

For the GS-11:
You must possess a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing.
