DUTY LOCATION: Construction and Facilities Management Office (CFMO), Hartford, CT
AREA(S) OF CONSIDERATION:
Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard.
Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard.
Duties
This is an indefinite position that may convert to permanent without further competition.
JOB SUMMARY: The purpose of this position is to serve as the analyst and consultant for the management and administration of programs within the directorate or division. Serves as key coordination point for all program requirements. This work requires knowledge of management principles, organizational theory and techniques of analysis. Knowledge of agency administrative guidance and operating procedures coupled with analytical ability is required to develop information required by the chief to determine feasibility and legality of proposed program and operational plans
NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard.
The major duties include, but are not limited to:
Reviews, evaluates and analyzes obligations and expenditures.
Assists management in interpretation and utilization of reports and information provided.
Provides recommendations to subordinate organizations for proper management of programs.
Based on budget guidance received from higher headquarters, develops an annual budget.
Implements management control plans.
Requirements
- National Guard Membership is required.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- Must meet Compatible Military Assignment within one year from placement.
- Wear of the military uniform is mandatory.
- Direct Deposit is mandatory.
- Must obtain and maintain a secret security clearance.
- This is a FM Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Qualifications
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Experience demonstrating knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
Experience, education, or training equivalent to at least the next lower grade level.
Experience, education, or training which has provided application of practices, theories, techniques, and methods of management.
Experience analyzing, interpreting, and developing policies and procedures of local management.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of National Guard Organizational structures, functions, procedures, and techniques.
Ability to apply practices, theories, techniques, and methods of management.
Ability to analyze and interpret policies, and procedures of higher headquarters as to applicability.
Ability to gather, assemble, and analyze facts; draw conclusions and develops solutions to assigned problems.
Akill in working with people at various trades and backgrounds.
Skill in organizing and developing clear and meaningful written communications.
Ability to orally present and discuss complex matters in a clear and understanding matter.
COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.
MILITARY GRADE (Prior to Application): Officer: O1 through O2; Warrant: WO1 through CW2; Enlisted: E-5 through E-7
UNIT OF ASSIGNMENT: Any unit within the state
FINANCIAL MANAGEMENT CERTIFICATION: As a condition of continued employment in the GS-0343-09 position and dependent on the positions certification level (Level II) and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position.
CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
