The position serves as Operations Manager, primarily providing support to the Director of Field Services North (DFS-North) and Director of Field Services South (DFS-South). The incumbent works in close conjunction with the assigned DFS offices and collaboratively with other DFS office staff, in the leadership of the Federal-aid field offices and serves as an advisor on program and policy issues that involve transportation, management and fiscal/budgetary matters.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience in management analysis which includes qualitative and quantitative analytical techniques such as literature searches, work measurement, organizational design, business process analysis, information requirements analysis, development and administration of questionnaires, flowcharting of work procedures, graphing, and statistical analyses for the assessment and improvement of the program effectiveness to plan and conduct FHWA program reviews and evaluations. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in management analysis skills which includes qualitative and quantitative analytical techniques such as literature searches, work measurement, organizational design, business process analysis, information requirements analysis, development and administration of questionnaires, flowcharting of work procedures, graphing, and statistical analyses for the assessment and improvement of the program effectiveness to plan and conduct FHWA program reviews and evaluations. Experience advising on transportation related regulations, policies, and/or programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
