This position is assigned to the Quality Management Service under the Office of the Director at the Orlando VA Medical Center. First consideration will be given to current employees within the Orlando VA Medical Center.
Duties
Responsible for building a database structure to capture data elements required by the Quality Management service for evaluation and analysis of facility processes, as well as devising new analytical techniques to evaluate findings. Maintains Veterans Health Administration (VHA) Quality Management databases, including Utilization Management, Patient Safety Incident Reporting, Risk Management, and Performance Measures. Provides system-wide data reviews and reports in conjunction with and in support of the various committees and work groups.
Provides a wide range of analytical support services to service leadership; assisting in the implementation of studies to evaluate the efficiency and effectiveness of program operations; performs analytical and evaluative work associated with program activities; collecting raw data and applying appropriate quantitative and qualitative techniques to analyze raw data; advising management of trends and problem areas and making recommendations for improvement of data collection processes and interpretation of data to contribute to improved Quality Management.
Knowledge of using appropriate software (e.g., Excel, QI Macros, Access and others as required) for creating data tables, graphs, charts and statistical reports on program and individual project performance; performing analysis, conducting evaluations, and advising management on grant programs effectiveness, efficiency, and productivity; applying analytical and evaluative methods for assessing program development or execution.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use of computers to create and capture data; Produce and maintain a wide variety of documents using computer spreadsheets, database computer applications, and data organizational tools; Provide technical guidance and assistance with clinic establishment requests; Perform clinic audits; and working knowledge of medical terminology . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, OR 2 full years of progressively higher-level graduate education leading to such a degree, OR LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. Physical Requirements: Physical demands involve walking, standing, bending and prolonged periods of sitting. The work is mostly sedentary; however, it occasionally requires carrying files, paper and supplies.
