The incumbent serves as an IT Specialist (Policy and Planning) supporting the Chief Information Officer (CIO) and Deputy CIO by assisting with IT management activities such as budget and capital planning, investment control, project management, and policy development.

Duties

As an Information Technology Specialist (Policy and Planning), you will: Assist ITM managers by drafting of statements of work (SOWs), monitoring key performance indicators and service levels, and assessing vendor performance. Participate in the IT capital planning process and assist in managing IT investment portfolios. Discuss issues regarding workflow, organization, and planning, in helping the Deputy CIO and other managers in developing strategies for effecting improvements, where needed. Monitor the ITM Operating Plan which consists of over 260 line items totaling $60 million. Assist the Contracting Officer's Representative (COR) with a variety of contracts involving Information Technology (IT), as well as litigation support (e.g., paralegals and document management analysts) for the Criminal Division. Document processes that support the application, institutionalization, and continuous improvement of sound administrative practices. Conduct market research activities and document, if necessary. Process monthly invoices in a timely fashion and draft performance review documentation for vendors. Track and report IT expenditures to various parties and monitors availability of funds on task orders. Maintain IT policy library and prompts subject matter experts for review/revision, as needed. Maintain IT training plans for all government employees and coordinates with the CORs, contractor program managers, and vendors for training of the contractors. Qualifications

To qualify at the GS-07 level, applicants must have at least one of the following: A bachelor's degree AND meet one of the following provisions for Superior Academic Achievement: (A) A standing in the upper third of your college class or major subdivision (e.g. school of business) at the time you apply; (2) A grade point average of "B" (3.0 on a 4.0 scale) or its equivalent for all courses completed; (a) at the time of application; or (b) during the last two years of your undergraduate curriculum; (4) A "B+" (3.5 on a 4.0 scale) or its equivalent for all courses completed in a qualifying major field of study, either (a) at the time of application; or (b) during the last two years of your undergraduate curriculum; (4) Election to membership in one of the national honorary societies (other than freshman societies); OR One (1) full year of graduate study, or a Master's or higher degree, e.g. LL.B, J.D., LL.M, Ph.D; OR One (1) year of specialized experience at, or equivalent to, the GS-05 grade level. Examples of specialized experience must include duties such as: contributing to development, modification, and, when necessary, modification of IT project plans; drafting policies and SOPs to assist with processes improvement; and, assisting with requesting and monitoring procurement actions; OR A combination of education and experience. Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level. All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
