The primary purpose of this position is to exercise first level supervisory and position management responsibilities over subordinate employees within program/system activities, assess process improvement and standardization of groups work processes and executing quality correspondence control. Provide advice, accountability, and expertise on a continuous basis.
Duties
Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work.
Evaluates work performance, gives advice, counsel, or instruction to subordinates on both work and administrative matters.
Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures.
Participates in special operation projects and initiatives and performs special assignment.
Represents the organization with a variety of installation and functional area organizations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is defined as leading, overseeing, guiding, and/or managing various programs and projects within assigned areas of responsibility. Conducting analysis of program activities to include personnel management, unit security, travel programs, and resource operations. Conducting studies of an organization's work processes, preparing analytical reports in order to present information to management group in an effort to improve processes.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the applicable principles, concepts, policies, and laws; functions, programs,
and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and
advice to resolve problems; and all aspects of support.
2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
3. Ability to plan, organize, and direct mentor, motivate and appraise the staff of a small to medium sized organization.
4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate
options.
5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program
requirements and objectives within available resources.
6. Ability to communicate both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
