The position is organizationally known as the Deputy Chief of Police and reports to the Chief of Police. The position has delegated authority and responsibility to assist the Chief to manage and direct Police operations. The position is responsible for assisting the Chief with the operation, direction, and control of the law enforcement and physical security activities of a Veterans Affairs Medical Center (VAMC) or Health Care System (HCS).

Duties

Major Duties: Ensures new employees are properly oriented and familiarized with applicable policies and procedures. Ensures all training requirements are met for staff and performance proficiency goals are meets. Explores training opportunities for staff to improve or enhance delivery of services and increase officers' cultural competencies. Ensures police staff are properly trained to operate a variety of equipment and/or security systems. Observes, evaluates, and prepares reports on the performance of department personnel. Develops programs to alter the behavior of employees whose work performance is below acceptable standards. Plans, assigns and explains work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs. Develops solutions to continuing problems in the quality of work, operating effectiveness and recommends necessary corrective actions. Hears grievances and complaints, reviews disciplinary cases, and recommends appropriate actions to higher level management. Evaluates resumes of prospective candidates and conducts interviews to assist in selecting appropriate candidates. Develops duty schedules, plans and directs facility law enforcement and security operations to ensure compliance with agency policy and protection priorities. Assists in the development of local policies and implements corrective procedures to alleviate identified law enforcement and physical security problems. Assists in the development and implementation of the physical security plans and objectives for a facility. Conducts or provides assistance in physical security surveys and vulnerability assessments. Assists in analyzing findings of surveys/assessments for the purpose of improving facility safety and security programs and processes. Acts as a law enforcement and security subject matter expert by interpreting security policies and procedures and providing guidance to all levels of management and staff. Collaborates in planning, directing, and updating a crime prevention program and exercises direction and control of investigations into criminal activities. Makes, coordinates, directs, or delegates the arrests of person(s). Ensures crime scenes and potential evidence is identified, collected and protected pursuant to law. Responds accordingly during natural disasters, terrorist acts, major accidents/incidents and criminal activity which poses a threat to patients, employees, visitors, property or continuity of operations. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting with the operating, directing, and controlling law enforcement and physical security activities; assessing situations and determining appropriate responses; responding to active threat situations; delegating work and evaluating performance of police personnel; providing training on equipment and security systems; conducting arrests, investigating criminal activities, and protecting crime scenes; and ensuring the safety of staff and visitors while on facility property. This experience must be detailed in your resume to receive credit. Driver's License Requirement: Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. NOTE: We cannot accept photographs, therefore; please do not submit a copy of your driver's license with your application package. If an interview is requested, you may be required to provide a copy of your valid state-issued driver's license. Firearm Requirement: VA Police Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as a Police Officer. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). POLICE OFFICER CONDITIONS OF EMPLOYMENT 1. New VA Police Officers are required to attend an 8-10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment. 2. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. 3. Physical Requirements: The position is required to exert considerable and strenuous physical effort on a regular basis while performing the functions of the position. These functions are normally performed while the position conducts security surveys and inspections, which require crawling in unusually confined building areas. May be called upon to defend themselves and members of staff, patients or the public against physical attack and may be required to exercise deadly force if necessary. Requirements of the position include maintaining firearms qualifications, climbing flights of stairs, carrying heavy equipment/patients during emergencies, running, bending, stooping, physical restraint of aggressive persons, being subjected to assaults by persons evading arrest. Inspections and audits of security systems, constructions sites, and full searches require the performance of duties in a variety of inclement weather conditions walking, crawling in wooded or over-grown field conditions in all elements of seasonal weather. The work is primarily performed in an office-like setting. However, there is the potential for dangerous situations to occur at VA installations to include physical assaults, assaults involving various hidden and open weapons, including firearms, knives, clubs, etc. The position is responsible for physically interacting with aggressive persons.
