About the Position: This position is with the Defense Health Agency, Administration Security Division and is located in San Antonio, TX. This is not a remote position. Salary negotiation MAY be available for those highly qualified candidates who are new to Federal service. Student loan repayment MAY be authorized.

Duties

Serve as information security program specialist executing/enforcing all operational, functional, and mission assurance aspects of the program. Provide technical and administrative direction to subordinate DHA information security personnel. Formulate program goals, plans, policy implementation guidelines, procedures, and work plans dealing with the development and operation of DHA-wide information security programs. Analyze and evaluate the classification downgrading, declassification, and destruction programs. Oversee, monitor, and conduct regulatory and non-regulatory security surveys and Information Security Program Reviews (ISPRs) to monitor and enforce implementation and oversight of DoD Information, Personnel, and Industrial Security Programs. Review, analyze, and brief on the results of preliminary inquiries and formal investigations resulting from security violations/incidents. Provide security guidance, training, and direction to a civilian and military work force at DHA organizations and locations and serve as their DHA representative for all related Information Security issues. Formulate and manage supplemental security training courses, meetings, and aids to assure maximum effectiveness of the programs. Serve as a point of contact for foreign visits to the DHA and process foreign government requests for foreign representative accreditation. Brief foreign visitors and Command personnel on procedures, and coordinate and provide policy guidance on base access control procedures for foreign nationals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is a Testing Designated Position subject to pre-employment screening and random drug testing. Selectees will be required to consent to participation in random drug urinalysis testing.

Specialized Experience: One year of specialized experience which includes 1) ensuring classified documents are marked with the proper security markings; 2) providing guidance on the classification, declassification, and protection of classified and other sensitive information; and 3) assisting in determining eligibility for access to classified or sensitive information. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Security Management; National Security; or Intelligence and Security Studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Classification ManagementInformation SecuritySecurity Education, Training and AwarenessSecurity Tools and Methods Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
