The primary purpose of this position is to serve as the civilian personnel liaison for the Joint Personnel Recovery Agency (JPRA), performing the full range of recruitment, affirmative employment, manpower, and related civilian personnel management advisory services.

Duties

Performs civilian personnel liaison activities for the JPRA as directed by the J1 ensuring compliance with legal and regulatory requirements in addition to meeting customer needs. Provides position management and manpower advisory services to JPRA. Reviews, analyses, and synthesizes data from core personnel documents, organization charts, unit manpower documents, DCPDS, Business Objects, and reports containing civilian personnel and position data to ensure compliance with policies and advises management or takes corrective action as appropriate. Provides guidance on all aspects of civilian personnel support processes.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of organization, mission, procedures, and operations of the JPRA serviced and higher echelon organizations; ability to analyze facts, identify problems, report findings, make conclusions, and recommend corrective or other appropriate action; ability to develop integrated solutions to difficult problems; and skill in written communications to prepare correspondence, reports and briefings. Knowledge of DCIPS and the Federal Human Resources affirmative employment, staffing, recruitment and placement, compensation and pay, benefits, classification, and employee development laws, Education Training Management System (ETMS), Air Reserve, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of personnel issues, analyze all IMA hiring actions. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding rules, procedures, obligations, and entitlements; and Federal Human Resource affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, and employee development principles, concepts, policies, and analytical techniques. Knowledge of the Defense Civilian Intelligence Personnel System (DCIPS), Defense Civilian Personnel Data System (DCPDS), and Defense Civilian Payroll System (DCPS). Knowledge of analytical reasoning processes and ability to identify and project trends and propose alternative solutions to adverse trends. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques in affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, and employee development; and in troubleshooting and resolving problems associated with providing comprehensive affirmative employment, staffing, recruitment and placement, benefits, compensation and pay, classification, and employee development advisory services. Ability to interpret manpower documents and accurately connect personnel records to manpower and funding data elements. Ability to communicate orally and in writing; effectively provide concise advice to resolve various personnel program conflicts with internal and external customers, and present briefings. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A nondisclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
