About the Position: This Foreign Military Sales (FMS) Specialist is located at Aberdeen Proving Ground, Maryland with Primary TDY location in Kingdom of Saudi Arabia.
This is a pay banded position. The NH-03 band encompasses grades 12 and 13 under the General Schedule (GS) system.
Duties
Serve as the liaison for all potential sales of systems to direct procurement of systems, support equipment and services which comprise a multi-million-dollar FMS program.
Serves as a Contracting Officer Representative (COR) and coordinate and monitor Letters of Request (LORs), Letters of Offer and Acceptance (LOAs) within the guidelines established in the Security Assistance Management Manual (SAMM).
Develop procedures and serve as the senior authority for total package fielding of equipment, training, and other services related to the Foreign Military Sales (FMS) program within the Project Management (PM) Office.
Furnish technical consultation, advice and direction to government agencies, contractors, etc., to ensure accomplishment of program objectives.
Administer international agreements in order to plan, coordinate and evaluate all program execution elements to include overseeing FMS Case procurement planning/actions.
Requirements

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level II in the Acquisition Career Program Management within 60 months of entrance on duty.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position requires temporary duty (TDY) travel up to 80% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

(2) proposing the Rough Order Magnitude (ROM) or cost schedule of systems to determine transportation or distributing expenses and (3) assisting in the preparation of documentation required for contract solicitation of systems to include Letter of Request (LOR), Performance Work Statements (PWS), Contract Data Requirements List (CDRL) or Independent Government Cost Estimates (IGCE).
This specialized experience is typical of work performed at the next lower grade/level in the federal service NH-02 or GS-11.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-02 or GS-11).
