You will serve as a PROGRAM MANAGER in the FORD Class Program Office (PMS 378) in the Program Executive Office for Aircraft Carriers (PEO Carriers) of PROGRAM EXECUTIVE OFFICE CARRIERS.
Duties
You will serve as the programmatic lead for the development, planning, and implementation of the integrated Digital Shipbuilding (iDS) program for CVN 80/81 and FORD Class hulls.
You will provide technical expertise to PEO Carriers leadership for the iDS Model Based Enterprise (MBE) transition underway at the prime contractor’s shipyard as part of the CVN 80/81 two-ship buy contract.
You will manage the design and development of new business processes using authoritative Carrier digital models to streamline government data flows for informed business decisions.
You will lead cloud-based environment transition initiatives during NAVSEA's shift from legacy IT systems to cloud-based ecosystems.
You will work closely with stakeholders to support contract execution within budget and determining annual budgetary requirements for new construction initiatives.
You will manage Planning, Programming, Budgeting, and Execution (PPBE) for the CVN 80/81 two-ship buy contract, including developing Program Objective Memorandum (POM) requests, Budget Estimate Submissions (BES), and budget execution strategies.
You will assist the CVN 80/81 PAPM in overseeing the prime contractor’s Program Management Office (PMO).
You will coordinate Government Furnished Equipment (GFE) for Carriers, leading procurement and integration efforts during new construction.
You will lead Earned Value Management (EVM) efforts for budget and performance analysis during design, construction planning, and build activities.
You will routinely interface with Flag Level leadership on Carrier shipbuilding strategy, including infrastructure support, business process implementation, and budget requirements.
You will apply innovative approaches to resolve complex acquisition problems related to shipbuilding, ship systems design, integration, production concepts, contracts, budgeting, funding constraints, progress, invoicing, and payment methods.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (or GS-13 equivalent) in the federal service or equivalent experience in the private or public sector managing a developmental sensor weapon system to ensure operational requirements are met. Examples of specialized experience may include providing technical and production guidance to Integrated Product Team (IPT) leaders; conducting critical technical analyses of systems, subsystems, and components; and ensuring the effective and efficient development of systems to meet sponsor requirements.
