As an engineer in the Computing Environments & Collaborative Technologies Branch, Code 585, you will support the Lunar Communications Relay and Navigation Systems (LCRNS) project. Directly supporting Artemis missions, LCRNS is enabling a lunar communications and navigation infrastructure that meets NASA's needs, represents a sustainable, long-term approach to human and robotic exploration, and embodies an extensible solution for future travels to Mars and beyond.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Lead the Data Services team in managing Government and contractor Data Services team, in pursuit of managing and proving insight into all factors contributing towards end-to-end data delivery.
Develop a systems approach across Radio Frequency (RF), Verification and Validation (VV), Position Navigation and Timing (PNT), and other LCRNS project disciplines to provide an integrated view of system performance.
Serve as a member of LCRNS Core team in providing oversight of performance of vendors selected under NSN Services contract.
Support key customer engagements (e.g. Artemis) to ensure alignment on architecture, requirements, and other operational factors.
Provide engineering of system and networking solutions in fulfillment of driving requirements, utilizing standards such as Internet Protocol (IP), Delay/Disruption Tolerant Network (DTN), and other LunaNet standards.
Provide the determination and assessment of system key performance metrics, such as end-to-end latency, data volume rate, and data protocol overhead performance.
Lead the development and utilization of simulation and modeling software and processes to assess constellation and system designs to measure compliance with key performance metrics.
Provide engagement of stakeholders to determine future data services requirements.

Requirements

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Working with modern networking, communication, and computing technologies (such as Internet Protocol (IP) networking technologies) in support of aerospace projects or programs;
Working with communication or mission support networks in support of mission infrastructure;
Leading change initiatives or introducing new technologies into mission baselines.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Overseeing modern networking, communication, and computing technologies, including Internet Protocol (IP) networking technologies, in support of aerospace projects and programs;
Managing communication and mission support networks in support of mission infrastructure;
Leading and managing change initiatives and introducing new technologies into mission baselines.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
