Duties
Duties will be developmental in nature when the position is filled below the full performance level.
Adjudicates applications and all related correspondence concerning basic allowance for quarters submitted by or on behalf of dependents.
Evaluates facts presented to ensure validity, accuracy, and completeness of applications as to legal proof of relationship. Validates the actual degree of their dependency upon the member.
Reviews requests for reconsideration of disapproval actions. Determines whether to sustain disapproval or, if warranted, to reconsider and approve.
Makes annual re-determination of dependency for all approved parents, parents in law, and overage children, to ensure that eligibility for benefits continues to exist.
Evaluates requests and prepares replies to waivers of military requirements to support spouse on grounds of infidelity, desertion without cause and physical abuse.
Replies to correspondence received from members, dependents, commands, other branches of the Armed Services, Attorneys, and state welfare agencies, etc. Replies must be clear, concise, and accurate with regard to all information furnished.
Drafts replies to Congressman. These inquiries have the highest priorities and usually require contacting Commanding Officers in order to obtain complete information to be furnished in the reply.
Requirements

- Time after Competitive Appointment: Candidates must have served 3 months after latest competitive appointment in the Federal service.
- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Qualifications
To be hired at the GS-06 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as utilizing garnishment laws and pay instructions regarding allowance entitlement to draft correspondence to heads of agencies, and reviewing requests for reconsideration of disapproval actions.
To be hired at the GS-07 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-06) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience applying all legal and regulatory aspects of Basic Allowance Quarters (BAQ) entitlements; reviewing requests for reconsideration of disapproval actions; utilizing garnishment laws and pay instructions regarding allowance entitlement; evaluating requests and preparing replies to waivers of the military requirement to support military family members.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.
To be considered for the GS-06, applicants must have served 52 weeks as a GS-05 or higher in the Federal service.
To be considered for the GS-07, applicants must have served 52 weeks as a GS-06 or higher in the Federal service.
This announcement will be used to fill positions with an entry grade of GS-06, or GS-07 with a target grade of GS-07.
The minimum salary for grade GS-06 is $44,521, the maximum salary is $57,879.
The minimum salary for grade GS-07 is $49,474, the maximum salary is $64,317.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-06: Substitution of Education for Experience: Six months of graduate education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled.

GS-07: Substitution of Education for Experience: One full year of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
