Duties
The duties reflected are at full performance level (GS-09). For selections below full performance level, the duties will be developmental in nature.
Plans, organizes, directs, coordinates, and reviews the work of employees involved in examining, and adjudicating a variety of difficult and controversial cases pertaining to dependent entitlements.
Develops performance standards and major performance objectives, evaluates the performance of subordinates and provides advice and assistance on performance.
Reviews accomplishments of employees and the work unit in terms of product/process quality, quantity, applicability and timeliness.
Provides advice, counsel and instruction on both technical and administrative matters.
Ensures that internal Control Systems are in place and operational and meet prescribed internal control standards to efficiently and effectively manage Government resources.
Makes recommendations to the supervisor on programming of resources to accommodate program changes and to meet new or changes functional responsibilities.

Qualifications
To be hired at the GS-08 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as experience determining entitlements and processing claims pertaining to basic allowances for service members and their family members; knowledge of laws, regulations, policies and procedures relating to military pay; knowledge of entitlements pertaining to basic allowances for housing, residency, dependent travel, and medical care; processing documents of dependents and estate entitlements.
To be hired at the GS-09 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-08) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as applying knowledge of claims and benefits regarding military dependents and estates to review make determinations on the most complex claims and entitlement cases for service members and their family members; developing and adjudicating applications for dependent benefits containing insufficient evidence; processing non-routine claims; or determining the actual degree of dependency on the military member based on supporting documentation.
Time In Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-08, applicants must have served 52 weeks as a GS-07 or higher in the Federal service. To be considered for the GS-9, applicants must have served 52 weeks as a GS-08 or higher in the Federal service.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
GS-08 Substitution of Education for Specialized Experience:
Eighteen months of graduate level education may be substituted to meet the specialized experience required when it is directly related to the work of the position being filled. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
