WHAT IS THE LARGE BUSINESS & INTERNATIONAL (LB&I) DIVISION?

Vacancies will be filled in the following specialty areas:
Large Business and International, Director Withholding, Exchange, and International Individual Compliance (WEIIC), DFO EOS, Offshore Compliance Initiative (OCI)
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Performs or assists others in performing operational reviews and preparing evaluations for a segment or phase of a broader project or study or independently completes projects and studies of limited scope. Performs regular and recurring analytical studies and projects affecting the Enterprise Program. Provides support to supervisor, team leader, analysts, project leaders, or project support personnel in the areas of, but not limited to, budget preparation, and/or contract administration, and/or strategic communications planning.
Compiles, reconciles, correlates, and summarizes narrative information and quantitative data. Uses conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives and/or recommend solutions.
Provides input on program staffing, changes in methods, procedures and techniques to improve baseline measures and employee/organizational efficiency for assigned functions.
Provides for the administrative support systems affecting the function of the Enterprise Program including correspondence control, mail and file integrity, record management, and internal management controls. Establishes, organizes, and maintains files of correspondence, manuals, and other related information in accordance with IRS regulatory policies and guidance. Maintains confidential files and personnel files.
Receives, screens, and answers routine telephone calls. Maintains the manager's calendar. Establishes administrative priorities, and arranges for representation by a subordinate official to meetings as per the philosophy of the manager. Arranges conferences and meetings, reserves office space, notifies participants and provides pertinent information and documents to participants. Briefs the manager on important and office related facts, issues, reports, and correspondence arising during the manager's absence. Assists the manager and staff on special assignments requiring confidentiality, and administrative expertise. Uses a computer with various computer software applications for word processing, spreadsheets, slides, and statistical data.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes experience participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitoring activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda on behalf of the organization and experience using analytical techniques to perform routine analyses of data and information to develop conclusions.

EDUCATION: You may substitute education for specialized experience as follows: 1 full academic year of graduate education in a related field of study.
OR
Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
SPECIALIZED EXPERIENCE: GS-09 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes participating in planning and coordinating programs, projects or processes which impact customers; managing administrative assignments; monitors activities to ensure timeliness, consistency and completeness; reviewing responses, reports and memoranda to develop consolidated responses on behalf of the organization; experience using analytical techniques to perform analyses of data and information and to recommend appropriate courses of action and implementing new procedures using a knowledge of administrative policy and procedures.

EDUCATION: You may substitute education for specialized experience as follows: Master's or equivalent degree
OR 2 full academic years of progressively higher level graduate education leading to a degree in a related field of study from an accredited college or university.
OR An LL.B. or J.D., if related.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
