This position is in the USAID Annex, 500 D Street, SW, Washington, DC, in the Bureau for Management, Office of the Chief Information Officer, (M/CIO), at the U.S. Agency for International Development (USAID).
Duties
Analyzing programs and policies in Cybersecurity, Engineering, and Operations. Developing new procedures, processes, and guidance dealing with the applicability of cybersecurity models and impact on the of current and emerging technologies.
Performing security engineering focused analysis of alternatives on a wide variety of IT, systems, platforms, technologies, and governance frameworks to prepare reports, policies, and standards.
Analyzing, and maintaining policies and processes to ensure appropriate cybersecurity’s best practices are implemented within systems at the agency; Ensuring implementation of federal laws, regulations, policies, and procedures at the agency.
Developing, implementing, and coordinating activities designed to ensure, protect, and restore IT systems, services, and capabilities; m. Monitoring agency IT systems to ensure their security, integrity, availability, reliability, and scalability.
Planning, scheduling, and conducting evaluations of operations, procedures, and organizational structures, identifying problems, and recommending ways to improve the effectiveness and efficiency of operations in program or support settings.
Provides advice and guidance, including interpretation, opinions, or decisions, regarding InfoSec and engineering programs or policies. Assisting in the development, implementation, and monitoring secure enterprise IT services, systems, and programs.
Requirements

- Must be able to obtain and maintain a Secret clearance.
- Males born after 12/31/1959 must be registered with the Selective Service.

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Direct Hire Authority: This position is being filled using 5 U.S.C 3309-3318 or 5 CFR part 211 and part 337, subpart A, which is the OPM approved government-wide direct hire authority.
To qualify for the position of IT Specialist (INFOSEC), (GS-2210-11/12), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to the series and grade you are applying to.
BASIC REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience: You must have one year of specialized experience equivalent to the next lower grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.
Specialized Experience: GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Assisting on the basics of network security (e.g., encryption, firewalls, authentication, honey pots, perimeter protection); (a) Implementing feedback to improve cybersecurity operational processes, products, and services; AND (b) Experience with development of cybersecurity policies and standards.
OR
A Master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in computer science, information technology management, computer programming, database management, computer hardware engineering, network administration, cloud computing, information security & assurance, or a similarly related major.
OR
A combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited).
Specialized Experience: GS-11; You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Advising on the basics of network security (e.g., encryption, firewalls, authentication, honey pots, perimeter protection); (a) Implementing feedback to improve cybersecurity operational processes, products, and services; AND (b) Utilizing multiple intelligence sources across all intelligence disciplines.
OR:
Three years of progressively higher level graduate education leading to a Ph.D. degree, or Ph.D., or equivalent doctoral degree; your education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR:
Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited).
