The USDA's Foreign Agricultural Service (FAS) links U.S. agriculture to the world to enhance export opportunities and global food security for the expansion and growth of U.S. farmers and ranchers.
This position provides expert advice to the Chief Financial Officer (CFO), Executive Director of Business Operations and Administrators of program areas and works closely with other stakeholders to ensure that expected budgetary outcomes are met for various programs.
Duties
The duties may include, but are not limited to:
Develop forecast methods and techniques of budgeting for long-range funding needs.
Provide long-range analysis of the potential effects of budgetary actions on national
economic, social, and political objectives.
Project and analyze the potential effects of budgetary actions on program viability and the
attainment of program objectives.
Ensure the effective integration of program, budget planning, and resource analysis.
Assist with administrative and analytical duties connected to the review, justification, and
presentation of FAS’ budget requests to the Office of Management and Budget (OMB) and
Congress.
Recommend and implement budgetary policies affecting the financing and accomplishment
of FAS programs.
Develop proposed appropriation language in support of new or revised program and
budgetary requirements.
Interpret and assess the impact of new or revised congressional legislation on the
formulation, execution, and financing of program budgets.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Applying budget and financial management laws, regulations, policies, precedents, methods, and techniques to budget operations;
Interpreting and assessing the impact of new or revised congressional legislation on the formulation, execution, and financing of program budgets;
Experience explaining and/or justifying findings and recommendations to top level agency officials; And
Developing and implementing policies, program alternatives and strategic goals.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
