The Operations Management Assistant aids and advises the Administrative Officer (AdO) in a variety of operations management matters which will include human resources (HR), arranging travel, procurement, property management, and office management. FD grade and step levels of compensation match those of GS grade and step levels, including locality pay.
Duties
Duties described may take place at any district location. The Office of the Federal Public Defender, EDVA has locations in Alexandria, Norfolk, and Richmond. However, primary duty location will be Alexandria, with travel to branch locations as necessary.
HUMAN RESOURCES
Assists significantly with HR and personnel management by advising on and implementing procedures for recruitment and training; selection and staffing; classification and compensation; retirements and separations; payroll and benefits; performance management and evaluations; grievance, EEO, and EDR procedures; and all other aspects employee onboarding, retention, and wellbeing. Participates in budget preparation with regard to personnel compensation, benefits and training.
TRAVEL
Assists in managing the district's travel program. With will include travel arrangement and for all personnel, experts, and vendors.
OPERATIONS MANAGEMENT
Assists the AdO in the execution of procurement, property, and space practices and procedures. Performs all other duties assigned.
Qualifications
A successful applicant will have training or experience in operations/business management; the ability to research, interpret, and apply complex regulations or policy guidelines; attention to detail; familiarity with Microsoft Office applications and Adobe Acrobat; excellent oral and written communication skills; demonstrated problem solving and analytical skills; discretion and professional presentation; and a history of completing duties on time. Candidates with an associate or bachelor's degree in a business-related or HR field, experience in federal court operations, or law office operations are preferred.
EDUCATION
Candidates must possess a high school diploma or equivalent. Candidates with a degree in a business-related or HR field will be given preference.
SPECIALIZED EXPERIENCE
FD-09/01 ($68,405 - $ 88,926): At a minimum, candidates must possess three years of general experience and two years of specialized experience in at least one functional area of operations/business management and administration (human resources, property management, procurement, space management, office operations management) that provided knowledge of the rules, terminology, etc. of the area of operations/business management. One year of the required experience must have been at, or equivalent to, the next lower grade in federal service. Completion of an associate or bachelor's degree from an accredited university is preferred.
FD-11/01 ($82,764 - $107,590): At a minimum, candidates must possess three years of general experience and three years of specialized experience in at least two or more functional areas of operations/business management and administration (human resources, property management, procurement, space management, office operations management) that provided knowledge of the rules, terminology, etc. of the area of operations/business management. One year of the required experience must have been at, or equivalent to, the next lower grade in federal service. Completion of an associate or bachelor's degree from an accredited university is preferred.
FD-12/01 ($99,200 - $128,956): At a minimum, candidates must possess three years of general experience and four years of specialized experience in at least two or more functional areas of operations/business management and administration (human resources, property management, procurement, space management, office operations management) that provided knowledge of the rules, terminology, etc. of the area of operations/business management. One year of the required experience must have been at, or equivalent to, the next lower grade in federal service. Completion of an associate or bachelor's degree from an accredited university is preferred.
EDUCATIONAL SUBSTITUTIONS
Education above the high school level in accredited institutions may be substituted for the general experience on the basis of one academic year (30 semester or 45 quarter hours) equals nine months of experience.
Completion of all the requirements for a bachelor's degree from an accredited college or university and having met one of the following may be substituted for one year of specialized experience:
An overall "B" grade point average equaling 2.9 or better of a possible 4.0.
Standing in the upper third of the class.
A "B+" (3.5) grade point average or better in major fields of study such as business or public administration, accounting, personnel management, information systems, legal management, or specialized or significant course work in a field closely related to the subject matter of this position.
Election to membership in Phi Beta Kappa, Sigma XI, or one of the National Honor Scholastic Societies meeting the minimum requirements of the Association of College Honor Societies, other than Freshman Honor Societies.
Completion of one academic year (18 semester hours) of graduate study in an accredited university in such fields as business or public administration, accounting, personnel management, legal management, or other field closely related to the subject matter of the position, may be substituted for one year of specialized experience.
Completion of a master's degree or two years of graduate study (36 semester hours) in an accredited university in such fields as business or public administration, accounting, personnel management, legal management, or other field closely related to the subject matter of the position may be substituted for two years of specialized experience.
