The Supervisory Medical Administration Specialist is located within the Health Administrative Service (HAS) - Central Alabama Healthcare System (CAVHCS). Depending on the Service's need, this position can be staffed at the Ambulatory Care Unit at the Medical Center or at the various CBOC's. The purpose of the position is to provide oval operational and administrative management support to the office of the Chief Health Administration service.

Duties

Major duties include but are not limited to: Performs staff support work in short and long-range planning efforts and complies with directives and national guidelines in preparing weekly, monthly and quarterly, and annual reports Assures staff capabilities through recruiting, continuing short and long-term training, and staff participation in meetings and seminars. The incumbent is responsible for the application and the implementation of EEO requirements and EEO. Compares current and historical workload data. Reviews, verifies, and analyzes data submitted for consistency with financial and program objectives, and adherence to VA directives. Responsibilities of the incumbent include management analysis, training and organizational development as it relates to AC Section. Coordinates the collection of data concerning patient care activities, makes computations as required and reports monthly, quarterly, or annually to management. The work requires consideration of considerable data. Judgment and originality are used in interpreting data, planning the work and perfecting the methods and techniques being used. Oversee the development of technical data, estimates, statistics, suggestions, and other information useful to higher level managers in determining which goals and objectives to emphasize. Decide the methodologies to use in achieving work goals and objectives, and in determining other management strategies. Develops written operating procedures and schedules to guide employees in their work, provides training, assigns, and coordinates the work. Responsible for coordinating and supporting mechanisms for successful data capture as it relates to Appointment Management, Consults, Insurance Capture, Eligibility and Beneficiary Travel and maximizing data management efforts. The incumbent will be responsible to ensure accurate, timely and consistent data is entered into the Medical Center database. Recognition of the different functions and motivations of various employees and groups in health care delivery systems and the ability to communicate effectively with each to gather information, present recommendations, and coordinate outcomes. Develops programs for internal audits, systematic reviews, vulnerability assessment programs, etc. Work Schedule: Monday - Friday 8:00 a.m. - 4:30 p.m. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing or monitoring the development of economic impact models that reflect economic, scientific, and engineering considerations appropriate to the industry or geographic area affected by proposed agency actions. Analyzing the economic impact, feasibility, practicality, and effectiveness of existing and/or proposed environmental standards, regulations, programs, and policies. Identifying defects or weaknesses in the analytic work performed by officials responsible for the development of regulations and standards. Identifying and analyzing the key issues in proposed regulations, standards, or guidelines. Forecasting effects of proposed regulations and standards such as plant closings, unemployment, price fluctuations, balance of trade impacts, and community disruption. Developing alternative agency strategy, and assessing the environmental and economic tradeoffs. Identifying and assessing Government (Federal, State, and local) resource impacts of proposed agency actions. You will be rated on the following Competencies for this position: Administration Management Data Management Organizational Awareness Creative Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Most work is performed in an office setting with adequate light, heat, and ventilation. Work is mostly sedentary; but requires some bending, walking, standing, lifting, and carrying of light items, such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions daily. The work requires no special physical demands.
