This is a Supervisory Program Specialist job opportunity within the Community Care service line at the Central Alabama VA Medical Center in Tuskegee, AL.
Duties
The Supervisory Program Specialist will provide technical and administrative supervision to employees of varying organizational levels in the Program Support, Administrative Operations, and Administrative Staff sections of the Care in the Community service line. The incumbent will work collaboratively with the Chief of Care in the Community to assess, plan, and evaluate the processes and daily operations of the service line and, in collaboration with other disciplines and service lines, design and implement interdisciplinary programs within the service line and the Medical Center. S/he will be responsible for assessing and recommending the allocation of human and material resources and will play a significant role in the recruitment and retention of all staff within the Care in the Community service line. Major duties include:
Provides accurate and appropriate guidance and instruction in all aspects of Care in the Community functions to ensure maximum support for the review of its various components, including analysis of productivity, effectiveness, and efficiency.
Responsible for oversight of consult management, timely clinical documentation, and other critical Community Care practices that impact organizational efficiency and safety.
Assists with monitoring timely completion of Community Care consults and implements improvement plans as needed.
Serves as subject matter expert to clinic teams/staff/leadership in advanced Community Care access principles, data reports, and tools.
Serves on committees and executive boards, contributing pertinent Community Care advice during all stages of planning, policy formulation, and decision making.
Monitors performance measure metrics and assists all clinical services in performance improvement activities with the goal being continuous improvement in the quality and safety of the clinical care provided.
Approves reports and correspondence in a timely manner and takes appropriate action to enhance performance, meet established goals and outcomes, and evaluates overall processes for improvement (Plan, Do, Study, Act).
Monitors and provides feedback and education to Care in the Community staff on the quality and timeliness of consult actions performed.
Serves on, or leads, committees, panels and workgroups as assigned by Chief of Care in the Community or Associate Director, acts as Chief of Care in the Community designee.
Provides technical and administrative supervision to three sections with a total of 80 FTEEs, ranging in grade from GS-5 to GS-11.
Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards; evaluates work performance of subordinates; gives advice, counsel, and instruction to employees on both work and administrative matters.
Resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases.
Interviews candidates for positions in the unit; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority.
Conducts presentations to individuals and groups representing local and state governments, congressional offices, veteran service organizations, key officials, and agency stakeholders to communicate and disseminate program information to facilitate understanding of the agency's mission and related activities.
Exercises significant responsibilities in dealing with officials both internal and external to the organization.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 grade position you must have served 52 weeks at the GS-12 grade. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one-year of Time-In-Grade, as required by this job announcement. You may qualify for this position based on your experience as described below:
SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service or equivalent. Qualifying specialized experience for this position includes:
Ability to engage in analytical, financial statistical, quantitative problem solving and analysis.
Knowledge and familiarity with word processing, spreadsheets and database packages.
Experience with the planning, implementation, and coordination of programs such as the Care in The Community program.
Assisting with monitoring performance measures and implementing improvement plans as needed.
Demonstrated exceptional verbal and written communication skills supportive of speaking in front of groups, writing policies, procedures, memorandum, and training materials.
